    Currently most institutions are in dire need to adopt techniques through guides or manuals of rules, procedures and functions containing essential information to run file systems. Why the research results in the lack of a guide procedures for implementing flexible File Systems to the constant exchange rates today requires the administration to achieve better control and management of institutional documentation. Development work has been established as the main theoretical support the domain and application of the procedures involved in the work of archival, considering a fundamental part of the objectives of the File Systems is ordered and manage documents. For the development of this research and the approach to solving problems detected the scientific method, which is the fundamental stand is used based on scientific theory reflected in bibliographic text, internet and add apply deductive, inductive, analytical methods through a careful of the facts found to establish a verdict analysis. For processing the surveys of officials, public servants and users of the Decentralized Autonomous Government of the Canton San Miguel de Bolivar representations have on pie charts; after collecting information through these surveys and implementing similar questions to authorities came to the general conclusion because Customers Officials and consider the implementation of an appropriate system of documentary archive will improve performance employment of those working in Pro-Secretary General and Secretariat. The work developed, provides a theoretical basis and a descriptive approach applicable methodological design elements file systems. The proposal is the implementation of a guide for the Application Procedures File Systems. The benefits that provide their application will result in efficient control and file management, in order to avoid future losses or documentaries destroying them. The research is designed to guide personal reflection of professional who work in this institution and help so that they can establish modifications or changes that will effectively improve job performance. Finally, we present the literature in which sources are listed and consultations annexes as evidence of our research.
