    This research determines the degree of influence of Protocol Procedures Applied by the Secretariats of the Organization of Events Municipal Government of Guangzhou San Miguel de Bolivar in the 2010 period; to present the Events Organization is considered a very important and fundamental issue in linking the institution, since within its purposes and goals in a practical way, may enhance the effectiveness of all event organizers to society. This research work has been developed step by step, meeting all regulatory requirements set by the State University of Bolivar Faculty of Administrative Sciences, Management and Informatics, and is directed to the Authorities and Secretaries of Municipal Government of Guangzhou San Miguel de Bolivar . To collect the necessary information from this research survey was applied, achieving collect important to make this work data, the data is coded through statistical tables in Excel and have tabulated using statistical bars for results appropriate. The methods used for this research were: inductive and deductive, allowing conclusions and consequences in the performance of their duties and the strategies employed in the organization of events. Finally, a proposal which aims to become an element of support for the organization of events, because there have been ongoing with the theoretical knowledge that required them presents.
