    Leadership and organizational climate in the decentralized Governments of Ecuador: case study of GAD San Miguel de Bolívar

    El liderazgo estratégico permite a las organizaciones contar con personal con las habilidades necesarias para hacer frente a situaciones de crisis, así como la capacidad de mejorar la productividad y la eficiencia a través del enfoque de las acciones hacia objetivos comunes. El clima organizacional se ha definido como una forma más tangible de evaluar las características y prácticas de una organización que influyen en las actitudes y comportamientos laborales de los empleados. La metodología utilizada es cuantitativa, aplicando dos escalas validadas para evaluar el liderazgo y el clima laboral. Los resultados muestran que el liderazgo democrático es el más comúnmente percibido por los empleados, seguido por el liderazgo de "no intervención". Además, se encontró una correlación significativa entre las variables estudiadas. Estos hallazgos resaltan la importancia de promover un liderazgo efectivo y participativo para crear un ambiente de trabajo favorable en los GADs en Ecuador.

    La condición física en el desempeño arbitral de la asociación de árbitros profesionales de Bolívar en la cuidad de Guaranda 2023

    xiv RESUMEN El fútbol corresponde al deporte más popular en Ecuador, a su vez, es dirigido por un árbitro que se apega al reglamento vigente de la FIFA. En concordancia, debido a las múltiples situaciones de juego que el equipo arbitral se encuentra, en cada encuentro de fútbol se pueden presentan errores en la toma de decisiones arbitrales. En tal sentido, ante la falta de estudios investigativos en la provincia de Bolívar sobre el desempeño arbitral, la presente investigación centra su objetivo general en: Determinar cómo incide la condición física de los árbitros de fútbol de la Asociación de Árbitros Profesionales de Bolívar, en la toma de decisiones durante los partidos oficiales de segunda, tercera y cuarta categoría dentro del torneo de asenso 2023. Por cuanto, a través de una metodología de alcance correlacional y de enfoque mixto, así como, un diseño no experimental de corte transversal se determina que el 92 % de la muestra intervenida aprueba las evaluaciones físicas, así como su 100 % logra una calificación “buena” en el desempeño arbitral. En conclusión, una condición física de calificación aprobada incide en el desempeño arbitral para una actuación “buena” respecto a partidos de fútbol oficiales con “baja” dificultad.

    El derecho a la propiedad frente a las disposiciones del Art. 424 del COOTAD.

    El derecho a la propiedad se refiere a la facultad jurídica que tiene una persona de poseer, utilizar, disfrutar y disponer de un bien de manera exclusiva dentro de los límites y con las obligaciones que establezca la ley. Esta facultad puede aplicarse tanto a la propiedad inmobiliaria (tierras, edificios) como a la propiedad mueble (vehículos, joyas, etc.). Este derecho es fundamental y está protegido por varias constituciones nacionales y tratados internacionales, reconociendo la importancia de la propiedad privada para la libertad y el desarrollo individual y colectivo. Por otra parte, el Art. 424 del Código Orgánico de Organización Territorial, Autonomía y Descentralización (COOTAD), dispone que, en las subdivisiones y fraccionamientos de urbanizaciones, el urbanizador deberá realizar las obras de urbanización, habilitación de vías, áreas verdes y comunitarias, y dichas áreas deberán ser entregadas, por una sola vez, en forma de cesión gratuita y obligatoria al Municipio. La técnica que se aplicó en la presente investigación fue una encuesta con un cuestionario cerrado de cinco preguntas, así mismo se recolectó información con la ayuda de una guía de análisis documental, para establecer la parte teórica y doctrinal de la investigación.

    El presente informe de investigación se lo realizo con en la escuela "24 de mayo" ubicado en San Miguel, provincia Bolívar, tiene como objetivo la práctica de los Valores mediante el uso de Estrategias Metodológicas para la formación integral en niños de 8vo año de Educación General Básica Consideramos esencial llevar a cabo esta problemática ya que es muy importante para la nuestra sociedad. la formación integral de los niños en el aula de clases, con el fin de mejorar la práctica de los Valores. Además utilizamos el enfoque mixto (Cualitativo y cuantitativo) a su vez aplicamos instrumentos de recolección de datos con la utilización de la encuesta aplicada a los estudiantes, docentes y padres con el fin de conocer cómo su interacción y comportamiento en el aula de clases, donde se pudo evidenciar e identificar los problemática de la poca importancia e implementación de valores éticos y morales afectan la formación integral también utilizamos los métodos bibliográfico, analítico, deductivo y estadístico. En la propuesta aplicada a los niños, se realizó guía metodológica sobre las valores éticos y morales con fines pedagógicos, la cual permitirá a todos mejorar la convivencia educativa y desarrollar la práctica, para obtener un mejor el proceso de enseñanza – aprendizaje.

    Evaluación de 17 accesiones de maíz (zea mays l.), en la localidad de Curgua, Provincia de Bolívar, con investigacion participativa.

    The corn (Zea mays L.) alone to in association with other species constitutes the basic food of more importance in the world with relationship to the world production for species cultivated squatter the third place after the wheat (Triticum sativum L) and the rice (Oriza sativa L) (Monar, C. 1992). At world level she/he is considered a cultivated surface of 140 million hectares with a production of 577 million tons. In the Ecuador the corn is one of the main cultivations of the region interandina occupying an area of 271.640 there is with a production of 407.460 tons. In the county Bolivar the cultivation of corn occupies the first place in importance with a surface of 30.000 there is of soft corn (Monar, C. 2003). This investigation was carried out in the town of Curgua, parish Santa Fe, canton Guaranda, county Bolivar. It is at an altitude of 2.580 msnm, latitude 01°37S; longitude: 79° 55´W. Floor of loamy frank type with a pH of 6.5. contained First floor of N, P and S. half Content of K and contained first floor of organic matter (2.2%). In this investigation they thought about the following objectives: • To Contribute to the improvement of the productivity and sostenibilidad of the local production systems. • To Evaluate agronomic and morfológicamente 17 agreements of soft corn and I last with investigation participative. • To Select with investigation participative the best varieties of soft corn and I last for this agriculture-ecological area. • To Carry out an analysis of the economic relationship Beneficio/Costo. A design of complete blocks was used at random (DBCA) with three repetitions. To have more specific and more valid results, the germoplasma of corn was evaluated in three groups or rehearsals: soft, hard and synthetic. Each variety corresponded to a treatment according to the following detail: Varieties of soft grain: T1: INIAP-101; T2: INIAP-102; T3: INIAP-122; T4: INIAP-124; T5: INIAP-192 and T6: INIAP-111 Improved Guagal (witness). Varieties of Hard grain (morochos): T1: INIAP-180; T2: INIAP-160, T3: INIAP-151; T4: Central university; T5: Local corn (witness morocho of grain cream color) and T6: INIAP-176. In the rehearsal of synthetic: T1: POB86 x INIAP-176; T2: Synthetic TO; T3: Synthetic B; T4: INIAP-180 (witness improved variety) and T5: Local witness (morocho of grain cream color). They were carried out analysis of Variance, test of Tukey, analysis of Correlation and regression, economic analysis of relationship B/C and analysis of the process of evaluations participatives. With base to the statistical, agronomic, economic analyses and investigation participative, the following more excellent results are synthesized: • Was evaluated and it characterized germoplasma of promissory soft and hard corn for this agriculture-ecological area mainly pr its sanity, precocity and yield. • The cultivares of soft corn with the highest values in production in choclo, in dry, in having toasted and bigger acceptability was INIAP-111 Improved Guagal with 449 choclo sacks for hectare and 5.525 kg/ha in dry; INIAP-124 with 428 choclo sacks for hectare and 5.180 kg/ha in dry. • The varieties of hard corn with more yield in dry were: Central University with 7.364 kg/ha and INIAP-180 with 7.209 kg/ha. bigger acceptability had INIAP-160 for the color of the white and big grain. • In the synthetic ones the highest yield registered in POB86 x INIAP-176 with 5.709 and Synthetic B with 5.527 kg/ha. • The components that contributed to an increment of the yield of corn in dry were: percentage of plántulas emergency, height of insert of ears and diameter of ears. The variables that reduced the yield were the one it flattens of root plants and mainly of shaft. • The biggest economic relationship in B/C in choclo one had in INIAP-111 Guagal Improved with 1,93. In soft corn in dry the relationship higher Beneficio/Costo registered in INIAP-192 Improved Chulpe with 2,65, followed by INIAP-111 with 2,15. In the cultivares of hard corn the relationship higher Beneficio/Costo one had in INIAP-160 with 2,13 and Central University with 1,67. • The cultivares of more acceptability on the part of the beneficiaries was INIAP-111 improved Guagal; INIAP-124; INIAP-192 (in dry) and INIAP-160. Finally this study demonstrated that germoplasma of promissory corn exists for this agriculture-ecological area with excellent quality for choclo, toasted, good plant sanity and ears, grains of white color, it cremates and yellow, precocious; intermediate and late precocity that you/they can contribute to improve the local production systems.

    Amaranth is an Andean crop and part of the production systems of our aboriginal and was used for religious rites and as the foundation of your diet along with corn, quinoa, potatoes, lupine and others. Amaranth is currently a crop that can be used in human and animal food. This plant has proteins (amino acids) and some minerals such as iron and calcium. They can produce a wide variety of products such as flour, popcorn, desserts, biscuits, baby food, etc., with added value. Bolivar province, disappeared amaranth cultivation due to genetic erosion and replacement with agro ecosystems that today are unsustainable and are the unicultivos. Amaranth because of its nutritional characteristics of excellent quality, it has niche markets like the European Union, United States and is a species that can effectively contribute to the food security and sovereignty. This research was conducted with the active participation of students, technicians, researchers, producers / as, and Local Agricultural Research Committee (CIAL). This test was performed at the Experimental Farm Laguacoto II, State University of Bolivar, located in the parish Veintimilla, Canton Guaranda, Bolívar province. The soil type is clay loam; low to medium nitrogen; low for phosphorus and sulfur; Good potassium. The soil has a pH of 6.7. Low organic matter content of 2.8%.

    Aplicación de pedagogía conceptual en el mejoramiento del aprendizaje de los estudiantes de octavo, noveno y décimo año de educación básica del Colegio Particular “Latino” de Santo Domingo de los Colorados, durante el año lectivo 2006-2007

    The present thesis is divided in four chapters in which the four chapter is presented in schematic, explanatory and clear form, the whole mark theoretical reference in which the pedagogic theories scientist are included which you/they feed to the most important postulates. The pattern of conceptual pedagogy based on the curricular hexagon, the same one that is divided in two components, that is: pedagogic components and didactic components. Inside the pedagogic components we have: purposes, evaluation and teachings; and, inside the didactic component: sequences, didactic and resources; they have been developed by competitions. Each one of the components is focused in an affective dimension, cognitive and praxitiva, the same as the objects of teachings are always instruments or operations characteristic of some of the three systems: cognitive, affective and praxitivo. The pattern of the hexagon when differentiating purposes, evaluation and teachings like pedagogic components and the sequences, didactic and resources like didactic components with the dimensions: cognitive, affective and praxitiva, also differentiates the applicable didactic procedures to each one of these environments of the educational act. To achieve that pointed out as conceptual pedagogy it uses didactic mentefactuales where he/she stands out the instrument of the knowledge and the intellectual operations, according to the thought and it is helped with the graph. We have used the didactic mentefactual, propositional and conceptual in the graphics. In the chapter two, we have applied the type of quasi experimental investigation, he/she was carried out a non experimental study; being descriptive and explanatory for that we argue about the problem. As technical in the investigation, surveys directed to professors and students were applied, with their instruments of the questionnaire. The population study object belonged to 20 professors and 300 students of the basic cycle whose professors' sample was of a hundred percent; while, the sample of the students was of hundred seventy and one according to applied formula. In the chapter three, the analysis of the surveys is presented applied the gentlemen professors of the institution, as well as to the students of eighth, ninth and tenth basic year whose results have been represented in statistical graphics; of equal he/she is formed he/she mentions the conclusions with their respective recommendations. There is a bad distribution of the natural wealth, for error in the human political, added to the aggressive technical and technological development whose cost is absentees of the live and pedagogical practice of the fiscal school, for it the public education is considerate in crisis. Our bibliographical support is related with Sociology, Economy and education; Synthesis of the Santo Domingo city reality in its economical and educational aspects. Of course, we analyzed the basic education aspects, their foundation, theories of learning, pedagogical models, active techniques and the Operative plan. We presented a vision of the educational institution with a social –economical study that will sustain the creation about eighth, ninth and tenth basic education year. The method used in this investigation was the deductive and descriptive like particular method. The main technical application was the survey, besides, the observation and interview. About opinion poll made to ours students and family parents, most family life haven´t economic resources for to send to study their sons to other education centrals because their incomes don´t permit, besides there is insecurity when they away from their family life, the school ambient and the work journey. The education`s quality of the institution are aspects according to their aspirations from parents and students. Those aspects besides of increase of three years of basic educations are indicates of necessity to create the educative unit in project. Through application of square CHI, we check the hypothesis and we verify the social and economical reality of increase the eight, nine and tenth years in Charles Darwin school. The educational personnel possesses university titles, another are professors of high school in educational sciences besides there are professional of graduate degree. Finished last year of primary school, students have problem to go at secondary school because they haven’t place in it principally and they find difficulties of social and academic adaptation in the new stages proposed.     The need for the Department of Vocational Guidance and Student felt by the actors of our educational community welfare, determined action to identify the problem and then follow the research process in order to obtain positive results routed to think and act students, teachers, parents and authorities towards the achievement of individual, family and social goals. For these reasons, we selected a topic of vital importance to the future success of students and other components of the educational establishment to our research, "creation of the department of vocational guidance and student welfare (Dobe) for the best academic performance of students and teachers Naval bilingual education unit "Las Americas" of the city of Guayaquil during the period 2006-2007 ". To develop the work we consider foregoing reasons as to why the creation of the Department of Vocational Guidance and Student Welfare, giving a general and specific approach to the problem, justifying importance, relevance, originality of the project and the support they gave authorities the proposed institution. We pose a problem subject to the institutional reality, establishing the offenses to urgently are met in orders, physical, psychological and social-family-academic, to provide students, teachers and parents opportunities for a better individual and collective development . Easily reached formulate clear objectives, to strengthen our good intention, all aimed at organizing the Department of Guidance and Student Welfare Service for the educational community. The hypothesis answers the big problem that we set as a guide to find an immediate solution. The assumptions break down the relevant independent and dependent variables, operationalize and got to the end of this point the items that will be used to obtain the relevant information. Our research is in what is known as a feasible project, everything is essentially qualitative and quantitative because we describe a socio-educational phenomenon that ultimately the information they provided the research subjects determined a required population, students, teachers, parents family to whom they were applied surveys and officials who were subject to interviews. In Chapter I, Marco theoretical framework, specific issues related to our work, were scientifically applied based on the claims held by the subjects investigated. We express certain theoretical foundations based on the scientific development of teaching and learning and history of educational psychology. We conceptualize psychology and psychological intervention in educational institutions citing statements and manifestos of psychologists worldwide recognized experts in the field. We make a historical overview of the educational institution Americas since its inception to the present and then refer to content from the origin and definition of educational guidance to important technical issues that influence the scientific development, marrow of our project, such as the importance DOBE the creation of their activities, legal bases, objectives, functions of its members, academic performance, etc. In Chapter II, Methodology, presented the feasibility research design, the same as for formulation and implementation we rely on documentary research and field. The type of study was non-experimental allowing control of the variables, descriptive-explanatory, quantitative and transversal. The universe was considered all students of the eighth, ninth, tenth year of basic education and first, second, third year of high school; of all parents and teachers, using surveys as a research tool for students, teachers, parents and interviews with school authorities. Data were tabulated, processed and analyzed to obtain a very clear and precise shows the urgent creation of this institution DOBE checking our hypothesis. In Chapter III, analysis and discussion, we present the development of statistical procedure reflected in the preparation of charts, graphs and interpretations to make appropriate conclusions checking validate the hypothesis.     In an age where competitive integration is necessary for unfolding condition, it is clear that education as a basic part of society among its principles should apply the capacity of each of the actors and the theory and practice the cornerstone for achieve. Pragmatism is immersed in all activities of the human being, because its basic function is to give clear indications of how we are working in that exercise. This research aimed to study and analyze how come MANAGING laboratories of Natural Sciences and implement a proposal for improving professional skills in the area professors who teach Natural Sciences Laboratory of the schools in the city of Guaranda. Statistical analyzes have shown that in the schools of the city are still using traditional models of lecturing without taking into account that in several areas it is necessary to link theory with practice, so this process makes students feel no one true motivation for learning. Young people should be formed in consideration of the new organization and production systems in relation to the increasing demands for knowledge and handling technologies. A model to direct education about competencies involves emphasizing the importance of learning with practice, so it requires the flexible and adaptable curriculum to local, regional and national context; so it is necessary then the link with all the actors who believe in change. Our proposal seeks to develop the capacity for innovation, adaptation, critical, logical thinking and continuous learning of teachers and administrators and students. The theoretical basis of this work is in the theory of Management and Educational Management that focuses development effort accrediting skills to build knowledge based on practice. Furthermore, this approach we propose responsive to the need to find a point of convergence between education and employment. It is not that jobs but that the capabilities of each individual is crucial to personal development are created. This approach to skills management and laboratory management is adapted to the need for change, characteristic of today's society as it is a dynamic concept that prints emphasis and value on human capacity to innovate and to cope with change and manage it for him rather than passively wait. We are aware that in actual practice the highest percentage of teachers resort to methods focused on teaching, regardless understanding, skills, abilities and prior knowledge that students can bring from their daily practice to foster meaningful learning . The lack of teachers about the skills required by the labor market is the main evidence of the gap between the planned and practiced, becoming become one of the flaws that prevent the achievement of a well-founded curriculum development, because the students do not perform practices and reports that register are not disclosed to the real actors, likewise, no diagnostic tests to detect the level of labor competency applied consequently if teachers know under what conditions students are not They may provide the required support. Addressing the problem in the science labs is to give a turn to the results of application of knowledge and skills, refers to know-how in the context through practice, hence the competence of both teachers and students demonstrated by the performance of the person in different circumstances and contexts, so that the training currently is offered to students must be related to the theory and practice, to provide students access possibilities to the construction of new knowledge. From the foregoing, I can conclude that it should give priority to programs that include the linking of theory with practice, based on competencies, through which the interaction of several sets of skills, abilities and attitudes necessary to seek development of the individual.

    Cocoa is native to Mexico, whose fermented seeds, toasted and ground tropical plant the key ingredient of chocolate is obtained. The main producers of cocoa are; Venezuela, Colombia, Ecuador, Peru, Brazil, Africa and Central America. (Ospina, J.1995). Cocoa cultivation in one form or another has spread and today is cultivated in almost all tropical and subtropical areas of the globe (Ochse, M.1998). Currently almost three million tons of cocoa produced worldwide. Cocoa production in Ecuador is 88,000 metric tons (Fernandez, J. 2000). At the level of the Province of Bolivar production is 958 tons distributed in the areas of Caluma, Echeandía, ships and San Luis de Pambil, with an area of ​​approximately 17 984 hectares (INEC. 2002). A cantonal cocoa farming is of great importance since it depends on the economy of much of the farmers it has been successfully adapted to this area resulting in excellent production both in quantity and quality (Rojas, A. 2005). In the canton Caluma cocoa it is currently a source of income for farmers, since it is the second most after orange. The cantonal production is 230 tons spread over 4,770 hectares. (MAG. 2000). The application of plant growth regulators is widespread in many cultures and with it very different and specific objectives pursued. The plant growth regulator is a synthetic hormone. The organic substance is a hormone that is synthesized within the plant and that at low concentrations, can activate, inhibit, or modify their growth. Its fundamental action is to accelerate or slow certain stages of plant development. (Yuste, P 2000). Gibberellins are chemically related substances gibberellic acid. They are characterized mainly by their influence on stem elongation and therefore the greater plant growth. (Soberón, J. 2005). Gibberellic acid (GA) produces elongation and stem cells with a similar indoleacetic acid (IAA) but not identical effects. That acts in many tissues where indoleacetic acid is ineffective or inhibitory and vice versa. In some tissues, whether applied indoleacetic acid having a greater stimulatory effect of lengthening normal. This suggests that the action of gibberellin occurs somewhere that precedes the action of auxin in the reaction sequence leading to growth stimulation by elongation. Indoleacetic acid effects are related to protein synthesis and act at the level of enzyme induction or transcription deoxidized ribonucleic acid (DNA).     The Ecuadorian agricultural system enjoys variety of crops. According to the 2002 census cocoa it is occupying the greater amount of soil in the country and a small part in our Province of Bolivar and in our Canton Caluma. For this reason we have proposed a study to determine the technologies they use our cocoa producers Caluma Canton with the aim of promoting for those with deficiency and make an impact as strengths in subsequent instances. To duly perform all activities concerning the process of post-harvest production and marketing. The study was conducted in 10 precincts belonging to the Canton Caluma, in order to learn the techniques used by our farmers in cocoa matters and also integrate with the connotative language of the place, in which 10 random surveys were implemented with a total of 100 respondents. Finally, this study showed that cocoa cropping competes with other plants for nutrients, water and light so its production is lower, considering that since this semi technified should at least production of 6 quintals per hectare., But It is not therefore necessary to train cocoa producer. Production in the canton is deficient, due to the existence of old plants, plus the lack of fertilization, pruning and good management. The high cost of renting mules and the inconvenience of not having access routes carrozable different cacao plantations, make the cocoa farmer to invest in these parameters enormous amount of money. This will allow us to study the types of leadership that gerencian an educational institution as ours whose purpose is the academic formation, technique, scientific and humanistic. For it, to put into practice the educational leadership will allow to improve the quality of life, the prestige of the school establishment and the preparation of new leaders for the tomorrow. The second part dedicates it to define the one in route to continuing inside the process of the science we define the method, the study type, the universe and sample, as well as, the techniques and tools that were good for the development of the present work.     Strategic Plan to improve the Quality of Service of the Department of Orientation and Student Wealth at Unidad Educativa “LICEO CRISTIANO” of Guayaquil, period 2007- 2011. The necessity of chose this theme is because through all the years of existence of the DOBE department, it doesn’t exist the importance to do the job due to many responsibilities and the lack of personal for all the students of the school. We count only with 2 professionals that work during all the day at the morning and the afternoon shift. Attending cases from the different levels of education: kinder garden, primary education, and high school. Also we count with a Social Worker that visits the different student houses in order to analyze and present the respective informs. I order to threat the cases at the DOBE, we need privacy and by not having it, its creating inconvenience among the students, parents and teachers. This is the reason why we design a Strategic Plan to improve the quality of service of Department of Orientation and Student Wealth. The technological advance in the different fields of the human activity, the scientific advance and the social dynamism, demands for a permanent innovation and changes in education as a response of the new society. At the study that we realize we saw the importance to improve the quality of service of the department, due that the quality of service of the department of vocational orientation was questioned. The principal arguments that we find in the interviews and surveys were the amount of students for each personnel, the lack of valorization on the roll, the bad attitudes from the parents and the familiars that influence over the student behavior, the necessity of make stronger the family heart, the lack of physical space, the lack of continuous professional formation. In relation with the amount of students of the school, the professionals dedicated to the orientation job, are not the required for specific cases. Nowadays in the educational process we face many crisis in values and in the behavioral model, having the task the Department of Orientation and Student Wealth at Unidad Educativa “LICEO CRISTIANO” of Guayaquil develop all the necessary strategies that allows to improve all the participants of the educational community. For this reason the DOBE decided to design a Strategic Plan that considers students, teachers, area directors, parents, and the community, in order to follow and evaluate each one of them. The implementation of this plan will allow the improvement of the quality of service of the DOBE, letting people know what really professional Educational orientation is. Its objectives, functions, who are the actors of this process, the planning, the purposes, types of planning, models of planning, what is Strategic Planning, models of planning of the DOBE were we let to know each of their moments, quality of education, principles of quality of education, constant improvement and a quality transformation plan. The methods to use in order to improve the quality of service of the department are theory and empiric methods, the use of particular methods in the qualitative research. (Life stories, participant observation, depth interviews, FODA, support of the vision, mission, politics, and strategies) In order to analyze the strategic plan we proceed to collect information of the population, according to the distributive of the sample, with the purpose to apply a structured survey with questions for the students, teachers and parents. Having as a result the application of the test, and visit the Open House of different Universities. The DOBE gives the information and clears any doubt according to the interests and opportunities that each student has on any professional career on our country. Due to the amount of students that the school have, the DOBE department doesn’t give all the necessary help due to the lack of personal and privacy to perform this task. Also as a result we found differences in the level of interaction between Students, Teachers, Directors, Parents and the Community. As a conclusion that the quality of service of the Department of Orientation and Student Wealth is not the correct due to the frequency on the factors such as: deficiency of the of the personnel, physic space, the interaction between the social media and the school, and the absence of integration of the teachers and directors to the orientation labor. The DOBE’s Strategic Plan considers concrete actions to make to participate the different human groups of the institution and the educational community with the orientation labor, which will lead to improve the quality of service of the department. The characteristics of the proposal and the phases of the Strategic Plan for the DOBE includes the vision, mission, general and specific objectives, politics, strategies, the strategic and operational plan, were we can look the activities that are going to be realized with the responsible person. The level of compliment and the resources to use in the different action programs were participates the students, authorities, teachers, parents, and the community, looking for an objective to each of them. From this part it’s necessary to transform the educational aspects under the principle that the youth will receive the priority. That the spaces given to these actors let them expand their potential and obtain knowledge and skills in order to understand the reality and creativity and take an action on it and elevate the self stem trough the education. As a summary, the concept of quality of service in the frame of the paradigm of the conduct’s and the technology must be overcome. The ideal educational community were parents and teachers participate together in taking decisions and be concern that their children learn and be respected is indispensable. The teachers must be prepared with responsibilities and with a big motivation in order to promote the apprenticeship in the classroom. Through affection and kindness create rights and responsibilities in the children’s and adolescents in order they can assume a roll with dignity and without disgrace. Improve the quality of service of the Department of Orientation and Student Wealth is giving back benefits to our institution. We sum to this the creation and implementation of the Parents School, a team conformed to give orientation and give advices to parents, in order to give support to the family. We have suggest to the authorities to give all the opportunities to improve the academic aspect, and in the teaching - learning techniques, the achievement is at sight. Our institution counts with the lowest index of desertions and repeaters, it represents a personal and institutional satisfaction. We think that by applying this project we can reach to improve even more the service to our community, being an example for the rest of particular and governmental institutions.

Addressing the problem of curricular integration between basic education and high school is to give a turn to the results of application of knowledge and skills, it refers to know-how in the context through practice, so the competition both teachers students demonstrated through the performance of the person in different circumstances and contexts, so that the training currently students are taught must be related to the theory and practice, to provide the student possibilities of access to construction of new knowledge. From the foregoing, I can conclude that it should give priority to programs that include the linking of theory with practice, based on competencies, through which the interaction of several sets of skills, abilities and attitudes necessary to seek development of the individual.
