| dc.description | Este trabajo estudia el presupuesto participativo como parte de la gestión financiera del GAD Municipal del cantón Chimbo, provincia Bolívar, durante 2025. La investigación tuvo un enfoque mixto, un alcance descriptivo y un diseño no experimental. Para obtener la información se aplicó una encuesta al personal financiero, una entrevista al alcalde y una revisión de actas, matrices, planes, presupuestos e informes de ejecución. Los resultados muestran las necesidades de la población, los proyectos seleccionados y su relación con la planificación municipal. La ejecución de las obras depende de los recursos disponibles, que no alcanzan para cubrir todas las necesidades de la población. El informe de evaluación revisa la relación entre las prioridades ciudadanas, la planificación, los recursos asignados, la ejecución de los proyectos, el control de los documentos y el seguimiento institucional. | |
| dc.description.abstract | This study examines participatory budgeting as part of the financial management of the Municipal GAD of Chimbo Canton, Bolívar Province, during 2025. The research followed a mixed approach, a descriptive scope, and a nonexperimental design. Information was collected through a survey of financial staff, an interview with the mayor, and a review of records, matrices, plans, budgets, and implementation reports. The results present the needs of the population, the selected projects, and their relationship with municipal planning. Project implementation depends on the available resources, which are not enough to meet all community needs. The evaluation report reviews citizen priorities, planning, allocated funds, project implementation, document control, and institutional monitoring. | |
