| dc.description | By proposing a management model by objectives in the San Sebastián Parish GAD, the variables that are bases for understanding the relationship with the proposal's benefits are presented, which provide a better basis for the research. It is important to note that the appropriate methodology was carried out to analyze the data, that had the validity and reliability in the results obtained that were in accordance with the research topic where the inductive method was carried out in which the research was argued with the legal bases knowing its operation, in addition to the deductive that contributed to understard and expand the information through the interview and observation form, the same ones that helped to obtain information and deficiencies that the institution has, which allowed to know that it has a deteriorated development where there is little compliance in addition to a low knowledge about public administration, which is directed by the highest authority, who is the president of the parish GAD where he was able to express that his profession is not accordance with the functions that he is directing, it has only governed by the experience obtained in previous years, it should be noted that the results obtained that there is a 56% of non-compliance on the part of the institution, from which the need for a Management Model by Obiectives arises to improve planning and management, increase in its development, through the establishment of strategic objectives that will contribute satisfactorily. | |
| dc.description.abstract | Al proponer un modelo de gestión por objetivos en el GAD Parroquial San Sebastián se presentó las variables las cuales son bases para entender la relación con beneficio a la propuesta, las mismas que dan un mejor sustento a la investigación. Es importante señalar que se realizó la metodología adecuada para analizar los datos en la cual garantizo la validez y la confiabilidad en los resultados obtenidos que estuvieron acorde al tema de investigación en dónde se realiza el método inductivo en el cual se argumentó la investigación con las bases legales conociendo su funcionamiento, además del deductivo que contribuyó a comprender y ampliar la información a través de la entrevista y ficha de observación las mismas que ayudaron a obtener información y falencias que tiene la institución, el cual permite conocer que posee un desarrollo deteriorado en donde existe poco cumplimiento además de un bajo conocimiento sobre la administración pública la misma que es dirigida por la autoridad máxima que es el presidente del GAD parroquial en donde supo manifestar que su profesión no está acorde a las funciones que está dirigiendo, solo se rige con la experiencia obtenida en años anteriores, cabe recalcar que en los resultados se obtuvo que existe un 56% de incumplimiento por parte de la institución, del mismo que surge la necesidad de un Modelo de Gestión por Objetivos para la mejora de la planificación y gestión, aumento en su desarrollo, por medio del establecimiento de objetivos estratégicos que contribuirán satisfactoriamente. | |
