Departamento de Posgrado, 2012-04) Camacho Arellano, Wilter Rodolfo; Andrade Santamaría, Jorge VladimirThis research work is oriented towards the study of children with special educational needs (SEN) who are not made visible in, especially formal educational institutions, hampering the right to have a better quality of life and therefore in They are often excluded or are not properly addressed by the lack of knowledge to address these types of students present throughout the national education system and indeed global. If we really consider that worldwide there are more than 650 million people with disabilities in our country and more than one million six hundred thousand people with disabilities, it is important to begin to establish actions with the appropriate treatment of these people on an equal basis with others. International efforts such as the declaration of Jontiem, Thailand, in 1990, the World Declaration on Education for All called meeting basic learning needs, the Salamanca Statement and Framework for Action on special educational needs (Spain, 1999) The Dakar Framework, held in Senegal (2000) on the World Education Forum, have been in some way to meet these people, like in our country, in recent times with the adoption of the Constitution (2008 ) and laws with the Intercultural Education (2011) the Code for Children and Adolescents and other legal frameworks that have allowed the realization of these rights, but which in practice is not yet fully eradicated, due to many factors, mainly, the ignorance of this subject. In that sense, this research concerned precisely to respond to this problem has raised the issue called "Care for children (as) with special educational needs as proposed pedagogical support of the Joint Public School Gustavo Lemos city of Guaranda period 2010 - 2011. The result of this study provides a basis for the principals, teachers, parents and other stakeholders, whose beneficiary is the children with special educational needs so that way and through training achieved primarily include strengthening and education these students that often are invisibilities. The theme makes the approach to the problems with possible subproblems, to then hypothesize and their respective variables, the same as they strengthened the theoretical foundation, and then obtained a diagnosis of this issue through the application of instruments data collection, found difficulties such as health, in fine, gross motor, language, in the hearing, motivation, learning, in relationship with the teachers and the course and teachers, consequently resulting in poor academic performance of these students, precisely because of the low educational support and training needed by teachers to address these types of students. This research is a starting point for generating changes in attitudes, perceptions and overcoming prejudices; and stereotypes we usually do when we have students with this diagnosis. Disability is not a disease, so we must train us and start work and educational support to overcome these obstacles and to restrict the rights of individuals. Finally, this work will establish strategies for change to solve the problems found and will serve to be replicated in other educational institutions present children with special educational needs.
