    This graduation work is the result of the problems identified in the Secretariat staff Decentralized Autonomous Government of the Province of Bolivar, shows that the quality of services such officials influences Institutional image, even reaching clashes between staff who have appointment and group secretaries purely by political situations of the authorities turn.
