Resumen :	El trabajo de investigación propuesto tiene su origen en la necesidad de aplicar la normativa ambiental en cada localidad para proteger el medio ambiento y con ello el bienestar, la salud de la población. El daño ambiental es evidente y por ello desde el 21 de Diciembre del 2020 se encuentra en vigencia la “Ley Orgánica para la Racionalización, Reutilización y Reducción de Plásticos de un solo Uso”; cuyo objeto es la regulación y reducción progresiva del uso de plásticos; estableciendo políticas claras de consumo responsable, regulación de generación de residuos plásticos, reciclaje de productos con la finalidad de proteger el medio ambiento y con ello contribuir en un ambiente sano y saludable para la población. La investigación se centra en el Cantón Guaranda como uno de las ciudades céntricas pequeñas del país y la aplicabilidad de la normativa descrita a nivel local, analizar e investigar la existencia de ordenanzas locales y protocolos que permitan apoyar al debido cumplimiento de la Ley Orgánica Nacional enunciada, en virtud de que este es un aporte que solidifica el control, cumplimiento social tanto de personas naturales como jurídicas para frenar el daño ambiental y promover la conciencia social generando cultura de protección ambiental. La metodología a utilizar Cuantitativa se asocia a la tradición positivista, que concibe la realidad social como una estructura objetiva. Los hechos o fenómenos sociales estudiados en este trabajo son medibles y cuantificables. Mediré y estableceré relaciones causales entre las variables, para explicar el problema de estudio y la realidad social actual.
Descripción :	This proposed research work has its origin in the need to apply environmental regulations in each locality to protect the environment and beside it the well-being and the population health. The environmental damage is evident and therefore since December 21, 2020, the "Organic Law for the Rationalization, Reuse and Reduction of Single-Use Plastics" has been in force; whose purpose is the regulation and progressive reduction of the use of plastics; establishing clear policies of responsible consumption, regulation of the generation of plastic waste and recycling of products in order to protect the environment and thereby contribute to a healthy environment for the population. The research focuses on Canton Guaranda as one of the smallest central cities in the country and the applicability of the regulations described at the local level in order to analyze and investigate the existence of local ordinances and protocols that allow supporting due compliance with the National Organic Law enunciated above, by virtue of the fact that this is a contribution that strengthens the control and social compliance of both natural and legal persons to curb environmental damage and promote social awareness by generating a culture of environmental protection. The methodology to be used Quantitative is associated with the positivist tradition, which conceives social reality as an objective structure. The facts or social phenomena studied in this work are measurable and quantifiable. I will measure and establish causal relationships between the variables, to explain the study problem and the current social reality.
