    A strategy is a set of planned actions consistently over time carried out to achieve a particular purpose. That is why manual management assistance is required so you can have found that for every activity has a process to follow activities have resulted, and are fruitful because many institutions do not include models, regulations or other documents allowing them to have a clear track of what is required for implementation of activities well planned that allow for optimal development and profitability of the institution, all being beneficiaries who are part of the institution The Ministry of Economic and Social Inclusion MIES-Guaranda not have a Manual management assistance which does not guarantee the quality of its processes so administrative efficiency and effectiveness of such unchecked processes by higher authorities, which has enabled us research work in this institution and we have been part of this institution during our pre professional practices and we have realized many shortcomings that exist in the institution and we have used deductive, inductive methods which allowed me to detect fundamental aspects for the development and production of our work degree degree work.
