    The organizations in the era of constant and rapid changes, where every moment the needs, desires, aspirations even whims of users are changing, globalized world fruit in which we are immersed, so it is important to have administrative tools to cope with these events may affect the institution, in turn, help us to establish parameters administrative Management focused towards efficient and effective system to achieve better organizational development by creating competitive advantages. The research entitled: "ADMINISTRATIVE ORGANIZATIONAL DEVELOPMENT OF CITY OF CANTON GUARANDA CAMAL, Bolivar Province YEAR 2012" proposes the establishment of strategies that can be followed to improve decision - making and avoid constant empirical problems related to administration adopted by senior management of the center of slaughter. In research, exploratory technique was applied in order to know the real problems affecting the institution, by qualitative and quantitative assessment through the use of surveys, interviews, observation sheets and statistics in order to establish an Administrative management model consistent with institutional needs for better Organizational Development. This work is an analysis line administrative and managerial aspect, it is structured in three chapters detailed as follows: Reference Chapter I Theoretical Framework, Methodology It concerns the conceptual basis to be fed the proposal scientifically it has been discerned and chosen according to the needs of the organization, and establishing the methodology and the research hypothesis based on which all the work. XIII Chapter II Analysis and interpretation of data, conclusions and recommendations Contains internal analysis and interpretation of data obtained with the respective surveys chart will guide the verification of the hypothesis for which we applied the Chi square was finally obtained conclusions and recommendations. Chapter III Proposal It is based on theories and models that have been structured according to the needs of the institution , for which SWOT analysis was conducted to determine the current status of the object of study, and then proceed to use the PDCA ( plan, do, check, Act) which consists of four stages: Planning: setting goals. Make: includes the declaration of mission, vision, values institutional, organic structure - functional implementation of horizontal communication style and the adoption of transformational leadership. Check: Confirm each step based on perspectives: financial, users, internal processes and growth. Act: implementation of the model through an operational plan. Finally the expected results arise with the implementation of the proposed model.
