We can not ignore the fact that at the present time the Institutional Management has required new management proceses leaving weary models on the functions and activities of the Educational Administration. That's why the institution should promote substantial changes trained and preparing his faculty and technical talent of the entity to enable the development and training of servers that can break paradigms dogmatic structural change in the system that promotes and enables the more pragmatic transformation of educational management in the administrative field technician, pedagogical benefit of educational actors jurisdiction. For requirements that require servers should be considered important aspects of institutional management that allows administrative actions attached to translate laws and other regulations The investigation led to formulating the Objectives: General: To assess the institutional management for effective management of the Provincial Directorate of Intercultural Bilingual Education Bolivar (DIPEIB-B) in the period 2011. Specific: 1) Diagnose the failure of Management Institutional by the director of the Administrative Effectiveness of the Provincial Directorate of Intercultural Bilingual Education Bolivar. 2) scientific basis for the levels of educational administration that may lead to the overall improvement of the Provincial Department of Bilingual Education of Bolivar. 3) Propose a model evaluation system of institutional management and human talent selection based on value adder process to get to the administrative effectiveness based on products obtained semiannually. The investigation allowed the hypothesis: A proper assessment to the governance improves administrative efficiency in the provincial leadership of Bolivar IBE for the period 2011 The investigation led to the intervention of the following variables: 1) Variable Independent Evaluation Institutional Management. 2) Dependent Variable Improves Effectiveness Administrative. The research work based on the dialectical theory, because it is known as the art of conversation and argument, ie the development of linguistic intelligence. Regarding the methodology is based on applied research methods have uncovered relevant aspects for conducting this inquiry, exploring from the field events with actors of this investigation, describing the process by as interview techniques used officials / as the provincial plant and surveys the directors / ace Community Schools. By conducted research is done to raise the action method that consisted of a change strategy which enabled the realization of a proposal: To achieve continuity and decentralized entity attached to the Constitution of the Republic of Ecuador, the Organic Law of Public and Regulations Service.
