dc.descriptionThis research project was carried out with the purpose of proposing the creation of the Technical Directorate of Tourism in the San Miguel canton of the Bolivar province, through a participatory analysis with the Decentralized Autonomous Government of the canton and tourism service providers for tourism strengthening , the design of the legal structure was made an ordinance model that allows the implementation of the Technical Directorate of Tourism, also defined the administrative structure establishing what will be the mission, vision, objectives, policies, structural and functional organization chart, programs and projects with Those who are going to have this department also established what will be the mechanisms for transferring tourism skills, an economic and financial study was carried out to identify the costs, benefits of this proposal. For the evaluation, at this stage all those elements that the financial study itself must provide with an initial value of $ 15,762 were defined to help tourism management, relationship and control. To implement this department, it will be done under the resolution of the Municipal Council, finally this proposal will be viable since the San Miguel canton has natural attractions and cultural manifestations that can strengthen the tourism sector of the province. dc.description.abstractEl presente proyecto de investigación se realizó con la finalidad de proponer la creación de la Dirección Técnica de Turismo en el cantón San Miguel de la provincia Bolívar, mediante un análisis participativo con el Gobierno Autónomo Descentralizado del cantón y los prestadores de servicio turístico para fortalecimiento turístico, el diseño de la estructura legal se diseñó un modelo de ordenanza que permita la implementación de la Dirección Técnica de Turismo, también se definió la estructura administrativa estableciendo cual será la misión, visión, objetivos, políticas, organigrama estructural y funcional, programas y proyectos con los que va a contar este departamento además se estableció cuáles van hacer los mecanismos de transferencia de las competencias turísticas, se realizó un estudio económico – financiero que permita identificar cuáles serán los costos, beneficios de esta propuesta. Para la evaluación, en esta etapa se definió todos aquellos elementos que debe suministrar el propio estudio financiero con un valor inicial de $ 15.762 que permita la gestión, relación y control turístico. Para implementar dicho departamento se lo hará bajo resolución de Consejo municipal, finalmente esta propuesta será viable ya que el cantón San Miguel cuenta con atractivos naturales y manifestaciones culturales que pueden fortalecer el sector turístico de la provincia Bolívar.
