Resumen :	El presente Proyecto de Investigación de Titulación Previo a la Obtención del Título de Abogado, tiene como finalidad procesar información relevante sobre: “El abandono del Estado, Sociedad y Familia en personas con Discapacidad y la Vulneración del Derecho Constitucional en el Sector de Vinchoa, Cantón Guaranda, al efecto procederá a realizar una revisión documental y jurídica con enfoque cualitativo e investigación descriptiva con el fin de establecer el grado de conocimiento de la ley de discapacidad en dicho sector, por lo tanto en necesario utilizar los métodos analítico, inductivo y deductivo, las técnicas de investigación: el análisis documental y la entrevista cuyo resultados obtenidos servirán el aporte para la parte teórica y hasta el punto de poder verificar la hipótesis del trabajo investigativo: “El abandono del estado, sociedad y familia en personas con discapacidad en el sector de Vinchoa incide en la vulneración del derecho Constitucional contra este grupo de personas” y para así llegar a conclusiones válidas y concretas con el fin de poder proponer recomendaciones directas y efectivas a favor de este grupo de personas vulnerables, y como aporte adicional académico encamine en beneficio del sector de Vinchoa. Al efecto se recabará información doctrinaria y jurídica a través de fichas bibliográficas, y mediante la entrevista al señor presidente, y para la ejecución de la misma se elaborará charlas de capacitación con información de sus derechos, y garantías, libertades, cuyo resultado final fue fomentar la convivencia armónica entre comuneros y autoridades bajo el respeto de la Constitución, Ley Orgánica de Discapacidades.
Descripción :	The purpose of this Qualification Research Project Prior to Obtaining the Law Degree is to process relevant information about: “The abandonment of the State, Society and Family in people with Disabilities and the Violation of Constitutional Law in the Sector of Vinchoa, Canton Guaranda, for this purpose, will proceed to carry out a documentary and legal review with a qualitative approach and descriptive research in order to establish the degree of knowledge of the disability law in said sector, therefore it is necessary to use analytical, inductive and deductive methods. the research techniques: the documentary analysis and the interview whose results obtained will serve as a contribution to the theoretical part and to the point of being able to verify the hypothesis of the investigative work: “The abandonment of the state, society and family in people with disabilities in the sector de Vinchoa affects the violation of the Constitutional right against this group of people" and in order to reach valid and concrete conclusions in order to be able to propose direct and effective recommendations in favor of this group of vulnerable people, and as an additional academic contribution direct in benefit of the Vinchoa sector. For this purpose, doctrinal and legal information will be collected through bibliographic files, and through the interview with the President, and for the execution of the same, training talks will be prepared with information on their rights, and guarantees, freedoms, the final result of which was to promote harmonious coexistence between community members and authorities under respect for the Constitution, Organic Law on Disabilities.
