Resumen :	La parroquia Julio Moreno, por estar ubicada en una zona de alto riesgo a aluviones provocados por los periodos invernales fuertes que en los últimos años se ha presentado, ocasionando varias afectaciones en las infraestructuras por lo que se ha visto necesario evaluar la amenaza de aluvión la misma que está constituida en la cabecera parroquial. Esta parroquia, es el objeto de estudio dentro de este proyecto de investigación; el cual tiene por objetivo realizar un estudio la amenaza por aluvión y elementos expuestos en la parroquia Julio Moreno que permite determinar los escenarios en donde se deben priorizar medidas de intervención y actuar de manera eficaz y eficiente para solucionar el problema detectado. Para la realización del diagnóstico se aplicó la metodología del “Manual de Evaluación de Riesgos Originados por Fenómenos Naturales” del Centro Nacional de Estimación, Prevención y reducción del Riesgo de Desastres (CENEPRED), donde se utilizó parámetros generales para conjugarlos con la susceptibilidad del terreno y obtener de la correlación de los parámetros condicionantes y desencadenantes, para la identificación de los elementos expuestos se utilizó los instrumentos como son el GPS y el software ArcGIS, para el tercer objetivo planteado se aplicó encuestas a los habitantes de Julio Moreno con los resultados dados se realizó el plan comunitario de gestión de riesgos. Mediante esta investigación se determinó que la parroquia Julio Moreno está expuesta a los aluviones en los periodos invernales y que han afectado considerablemente a las infraestructuras, cultivos, medio ambiente, también una persona fallecida por lo tanto el presente estudio servirá a las autoridades para que establezcan medidas.
Descripción :	ABSTRACT The Julio Moreno parish, because it is located in an area of high risk of alluvium caused by the strong winter periods that have occurred in recent years, causing several effects on the infrastructures, which is why we have seen it necessary to evaluate the threat of alluvium. that is constituted in the parochial head. This parish is the object of study within this research project; The objective of which is to evaluate the threat of alluvium and exposed elements in the Julio Moreno parish, which allows determining the scenarios where intervention measures should be prioritized and acting effectively and efficiently to solve the detected problem. We must indicate that once the analysis is done, solution strategies must be determined and selected, which will be duly evaluated to have the opportunity to review the planning and make the respective rethinking of them. To carry out the diagnosis, the methodology of the "Manual of Evaluation of Risks Originated by Natural Phenomena" of the National Center for Estimation, Prevention and Reduction of Disaster Risk (CENEPRED) was applied, where general parameters were used to combine them with the susceptibility of the terrain and obtain from the correlation of the conditioning and triggering parameters. Through this investigation it was determined that the Julio Moreno parish is exposed to alluvium in the winter periods and that they have considerably affected the infrastructures, crops, environment, also a deceased person, therefore this study will serve the authorities to help to the population with mitigation works that reduce the damage and losses generated by this threat.
