Item Validación de la estructura organizacional para la gestión de calidad de los procesos administrativos de la Casa de la Cultura Ecuatoriana “Benjamín Carrión”, Núcleo de Bolívar; en el año 2011(Universidad Estatal de Bolívar, Departamento de Postgrado, 2012) Saltos Chacán, Mónica Del Rocío; García López, GaloThe development of the validation of the organizational Structure for the quality of the administration of the processes of the Casa de la Cultura Ecuatoriana “Benjamín Carrión”, Núcleo de Bolívar, it can be in simple opinion an imagination, but the velocity with which the changes are presented in the current world, the prevalence of the modernization currents that they confront the different countries and institutions, guides to the organizations to define its administration way, as well as to design its present and future. To the Casa de la Cultura Ecuatoriana “Benjamín Carrión”, Núcleo de Bolívar, concerns him to face the XXI century with an administration model according with the new scenarios of unpublished challenges and preponderant paradigms, as well as a high-level of competitiveness of the institutions. To reach this challenge implies among other structuring an organization for processes, to carry out fundamental changes and to redraw the work in teams of mutual participation that guarantee services and products with standard from quality to their internal and external clients; this way an organization will arise able to face with security the third millennium and its interesting challenges. The present investigation work seeks that the Casa de la Cultura Ecuatoriana “Benjamin Carrión” Núcleode Bolívar, apply this organization structure to consent to improve its productivity like generating unit of value. For the personnel of the CCENB it is a great challenge to the innovation, to generate new products and/or services with an organizational structure with effective processes, this new challenge takes them to use new abilities by means of the acceptance of the integral work, becoming collaborators with more autonomy, beyond action freedom, education, approach, with profiles for the integral service, and not with aptitudes to carry out mechanical, monotonous and only processes; to face this implies modifying its functional organizational structure to processes that guarantee an excellent briefcase of products and/or services to its users. In this context, the validation of the Organizational Structure for the quality of the administration of the administrative processes of the CCENB, will constitute a support to standardize them and to measure them, it will create conscience of the necessity of admitting concepts of quality, like a maneuver that facilitates the conception of the work for processes, in succession of the traditional working modality for functions. 18 Organization for Processes. - Considering you as a system that they must develop those associated of the CCENB to work together in good form and the strategic objectives settled down in the Strategic Planning of the Sector is reached, it will also constitute an essential part of the organization, besides being the applicable pattern to any company type, it will be supported in the gliding functions, organization, address, integration of personal and control, what will bear the CCENB the attainment of their strategic objectives; and Processes. - Defined as the succession of interdependent activities guided to the obtaining of a result dedicated to an internal or external user that will add value to an input and that it will contribute to the satisfaction of a necessity manifested by the components. The norms of processes will establish the responsibilities of the executioners of the activities that will conform a process and they will make emphasis in who makes that. The methodology of the present project is supported in the limits of the qualitative focus that it is characterized to begin with the problem that faces the organization of the CCENB, and to be sustained in the organization variable by process to achieve a decrease of the inefficacy; a theoretical mark is applied about the base of a valuable bibliography and professional experience; on the other hand with the help of the statistical inferential a high-level diagnosis is achieved so that the designed pattern is of institutional utility. The fundamental of the investigation is the situational diagnosis, in reason that the process that is undertaken is to remedy the problem that faces the organization, proceeding to the identification of the positions that they generate that the organization is incompetent, being able to check that the briefcase of products or services that it provides to the cultural collective, don't respond to the necessities and outlined expectations. The considerable information with respect to the topic that originates in the environment is quite wide, reason for which the present work uses two investigation types, the documental one that consists basically on the selective presentation of what the specialists of an or another way have already declared or written on the organizations structured on the base of processes, and that of field through the survey application and the observation. The first one settles down with the provision of oral testimonies and the owners' of the processes writings, the incidence so much at personal level as institutional, and the second are characterized by the direct 19 contact in order to study that allows elaborating the Organizational Structure for the quality of the administration of the administrative processes of the CCENB. In the procedure for the application of the proposal the Plan of handling of activities, the establishment of the diagnosis through the method FODA of the current situation of the CCENB has been executed, it evidences that the organization for functions is not competitive for its administration and taking of decisions, for what is determined that it doesn't have the appropriate means for the execution of its basic function in an effective way, what doesn't allow to improve its productivity like generating unit of value, this is reflected in the design of products and/or services that don't fulfill the necessities and expectations of the collective cultural, they also come presenting mainly problems as for its such administrative and financial processes as the centralization of the responsibilities, administrative control and taking of decisions; the nonexistence of plans very defined chord to the necessities of the scenarios in that they are unwrapped; the limited participation and collaboration of its members in the formulation of objectives and strategies that contribute to the development of the same one; as well as the reduced administration of quality of its briefcase of products; and the nonexistence of parameters that they allow to value the administration and the current acting in general, to analyze the internal and external factors and to carry out a proposal of improvement; what will drive to reduce costs, to minimize times, to improve the communication and information, to renovate the administration from the service to the client, to eliminate activities that don't generate value, to simplify the processes, to be early to the change, among others. You carried out the inventory-dictionary of processes, once identifying the key processes in the organization like: the Macro Processes, Processes, Sub processes, procedures, as well as their products and/or services where we will happen of an it Structures Organizational Functional to one based on Processes, carrying out a rising and analysis of the same ones, being organized, understanding, simplifying, implementing, measuring and controlling the process, on the base of the analysis of the information contained in the document denominated Organic Regulation by processes of the Institution, the same one that is able to integrate the processes in the levels of ruling or also identified as Managerial or Strategic, of Administration or identified as Aggregators of Value, operative or primary and finally those of Support or denominated 20 Qualifying, of support or secondary, it was analyzed and he/she was defined the essence of the mission and vision to establish the chain of value of the institution that determines those implied in providing the products of value to the clients, with the purpose of to obtain competitive advantage and to contribute to the validation of the Organizational Structure for the quality of the administration of the administrative processes of the House of the Ecuadorian Culture “Benjamin Carrión” Nucleus of Bolívar, important and valuable for their future. The Organizational Structure was socialized based on processes and the Organic one Functional of the CCENB, in the special session of Governing body of the CCENB of June 23 the 2011, the members of Governing body and the personnel of the institution is convinced of the advantages that offers the Organic Regulation for Processes, in the development of the tasks and the necessity of managing precise and truthful information that will facilitate to store, to order, to process and to emit results becoming a solid tool that guides toward the future in the taking of proper decisions to be able to foresee and to solve problems, so that the idea of this proposal, has the possibility of success in the attainment of the objectives, for what the Governing body of the CCENB proceeds to the validation through the verdict and determining execution date July 11 the 2011. After a month of execution of the organizational Structure and of the one it Regulates organic of the CCENB, it has been determined the following benefits: It supports to the achievement of the strategic objectives of the Institution. An administration model settles down. It improves the coordination and execution of activities It facilitates the effective distribution of resources It allows to the organization to be centered in the clients It increases the capacity of the organization to compete Being the Organic Regulation for Processes a managerial tool that guides to direct the Institution, as well as it allowed establishing the functions and responsibilities of the units that constitute their structure, for the execution of the mission and Institutional vision.
