Abstract
Este trabajo investigativo surge de la necesidad imperante de evaluar la eficacia del modelo de
gestión de riesgos implementado por el Gobierno Provincial de Cotopaxi ante la constante amenaza
de erupción volcánica en la región. Con objetivos claros que van desde la comprensión teórica hasta
la adaptación práctica de herramientas de gestión, buscamos fortalecer la capacidad institucional
para este riesgo natural de manera más efectiva.
Al determinar la eficacia del modelo de gestión de riesgos, este estudio proporcionará información
crucial para mejorar la preparación y respuesta ante una eventual erupción volcánica del Cotopaxi.
Los beneficios de este trabajo se extienden a la población local, las autoridades gubernamentales y
las instituciones involucradas en la gestión de riesgos, quienes podrán tomar decisiones más
informadas y efectivas para proteger vidas, recursos y la infraestructura crítica de la provincia.
La metodología aplicada combina enfoques cualitativos y cuantitativos, así como técnicas de
investigación bibliográfica y de campo, permitiendo una evaluación integral del modelo de gestión
de riesgos desde diferentes perspectivas. Esta combinación metodológica ofrece la flexibilidad
necesaria para adaptarse a las particularidades del estudio de caso, garantizando la validez y
fiabilidad de los resultados obtenidos.
En síntesis, este trabajo investigativo tiene como objetivo principal contribuir a una gestión de
riesgos más efectiva y resiliente en Cotopaxi, preparando a la comunidad local y las autoridades para
enfrentar de manera más eficaz los desafíos asociados a las amenazas volcánicas. Al identificar
debilidades y áreas de mejora en el modelo existente, buscamos implementar medidas preventivas y
correctivas que reduzcan el impacto de futuros eventos volcánicos.

This research work arises from the imperative need to evaluate the effectiveness of the risk
management model implemented by the Provincial Government of Cotopaxi in the face of
the constant threat of volcanic eruption in the region. With clear objectives ranging from
theoretical understanding to the practical adaptation of management tools, we seek to
strengthen the institutional capacity to face this natural risk more effectively.
By determining the effectiveness of the risk management model, this study will provide
crucial information to improve preparedness and response to an eventual volcanic eruption
in Cotopaxi. The benefits of this work extend to the local population, government
authorities and institutions involved in risk management, who will be able to make more
informed and effective decisions to protect lives, resources and the province's critical
infrastructure.

bibliographic and field research techniques, allowing for a comprehensive assessment of the
