Resumen
Un enfoque cuantitativo, experimental de corte transversal. Las respuestas se midieron
utilizando una escala de tipo Likert. Las percepciones sobre la dimensión de liderazgo y
supervisión evidencian una tendencia favorable. El criterio Comunicación interna fue
bien valorada. La planificación y organización del trabajo, la percepción sobre la
distribución equitativa de carga laboral se consideró adecuada. La disponibilidad de
oportunidades de capacitación fue valorada positivamente. El ambiente y clima laboral
se encontró que el ambiente laboral fue percibido como colaborativo y respetuoso.
Evaluar en forma periódica la percepción del personal operativo de salud sobre la
gestión administrativa es fundamental, debido a que actúa como el barómetro más
preciso de la eficiencia y la salud organizacional. Se concluyó que evaluar en forma

Descripción
The objective of this research was to analryazect t: he perceptions of operational staff
regarding the administrative management of Health District 02D01 Guaranda during
the first half of 2025, in order to identify potential areas for improvement in
institutional management and contribute to the development of a more effective and
transparent public administration aligned with the principles and supremacy of the
state. To this end, six evaluation criteria were monitored: leadership and supervision,
internal communication, resource and supply management, work planning, human
talent development, and work climate. To ensure the rigor of the study, data were
obtained through probabilistic sampling, and a survey was used as the data source. The
closed-ended questionnaire consisted of 17 questions and was administered directly to
operational staff in the field using a quantitative, experimental, cross-sectional
approach. Responses were measured using a Likert-type scale. Perceptions regarding
the leadership and supervision dimension showed a favorable trend.
The internal communication criterion was also well-rated. Work planning and
organization, as well as the perception of equitable workload distribution, were
considered adequate. The availability of training opportunities was positively valued.
The work environment and climate were found to be collaborative and respectful.
Periodically evaluating the perception of operational healthcare staff regarding
