Resumen
El área geográfica de Tungurahua se ha identificado como una región susceptible a amenazas
tanto naturales como causadas por actividades humanas, y lamentablemente, no dispone de la
asistencia requerida para hacer frente a estos eventos de manera eficiente.
Dentro del presente estudio de caso realizado en el GPT (Gobierno Provincial de Tungurahua)
se logró identificar la situación actual de vulnerabilidad en la que se encuentra la provincia de
Tungurahua en lo referente a eventos peligrosos y al cambio climático, así como también se
logró elaborar la Agenda Provincial de Reducción de Riesgos y Cambio Climático, la misma
que fue creada utilizando la Metodología para la Formulación de Agendas de Reducción de
Riesgos elaborada por la Secretaria de Gestión de Riesgos, que está enfocada con variables,
indicadores y ponderaciones. Se puede mencionar que la provincia de Tungurahua tiene una
vulnerabilidad alta a la ocurrencia de eventos peligrosos, tanto de origen natural como
provocados por el cambio climático, al elaborar la Agenda Provincial de Reducción de Riesgos
y Cambio Climático favorecerá grandemente a la provincia a mitigar los efectos negativos que
produciría la ocurrencia de los eventos peligrosos, logrando una coordinación interinstitucional
entre los GAD cantonales y el HGPT.

The geographic area of Tungurahua has been identified as a region susceptible to threats both
natural and caused by human activities, and unfortunately, it does not have the assistance
required to deal with these events efficiently.
Within the present case study carried out in the GPT (Provincial Government of Tungurahua),
it was possible to identify the current situation of vulnerability in which the province of
Tungurahua finds itself in relation to dangerous events and climate change, as well as to
develop the Provincial Agenda for Risk Reduction and Climate Change, which was created
using the Methodology for the Formulation of Risk Reduction Agendas prepared by the
Secretary of Risk Management, which is focused with variables, indicators and weightings. It
can be mentioned that the province of Tungurahua has a high vulnerability to the occurrence of
dangerous events, both of natural origin and caused by climate change, when preparing the
Provincial Agenda for Risk Reduction and Climate Change it will greatly favor the province to
mitigate the negative effects that the occurrence of dangerous events would produce, achieving
inter-institutional coordination between the cantonal GADs and the HGPT.
