Resumen :	The present work of Graduation is the inadequate Financial Countable Administration that has the Institution in function of offering a service of quality. After the realized investigation it has been determined that the main problem is a faulty service in which has not allowed to satisfy the Population's necessities. I motivate of not having the academic preparation, for that which has intended to carry out a Model of Financial Countable Administration that he/she helped to normar the difficulties that he/she has come having until the moment, the same one he/she helped to improve the administration process. According to that exposed the countable and financial area it is the most important in the institution, the public resource is administered and you can fulfill the population's satisfaction and to offer a service of quality. The efficient address of this area depend son the abilities that have people that are to its position, one of the topics that more it worries it is the attainment of personal suitable, reliable and that they have a good handling of the administrative structures and economic resources with the purpose of developing the financial Countable administration guided to the taking of decisions thatit bears to the optimization of the economic resources. Each Decentralized Autonomous Government is integrated by five elected vowels by popular voting. At the present time the wide constitution the attributions of the Parochial Governments, it authorizes them the planning of the territorial classification, the construction and the maintenance of the physical infrastructure, of the vialidad and of the public spaces, as well as the development of the productive activities and the preservation of the biodiversity and the environment.
Descripción :	El presente trabajo de Graduación se trata de la inadecuada Gestión Contable Financiera que tiene la Institución en función de brindar un servicio de calidad. Después de la investigación realizada se ha determinado que el principal problema es un servicio deficiente en la cual no ha permitido satisfacer las necesidades de la Población. Motivo de no contar con la preparación académica, para lo cual se ha propuesto realizar un Modelo de Gestión Contable Financiera que ayudara a normar las dificultades que ha venido teniendo hasta el momento, el mismo ayudara a mejorar el proceso de gestión. De acuerdo a lo expuesto el área contable y financiera es la más importante de la Institución, se administra el recurso público y se puede cumplir con la satisfacción de la población y brindar un servicio de calidad. La eficiente dirección de esta área depende de las habilidades que tengan las personas que están a su cargo, uno de los temas quemás preocupa es la consecución de personal idóneo, confiable y que tengan un buen manejo de las estructuras administrativas y recursos económicos con el fin de desarrollar la gestión Contable financiera encaminada a la toma de decisiones que conlleve a la optimización de los recursos económicos. Cada Gobierno Autónomo Descentralizado está integrada por cinco vocales elegidos por votación popular. En la actualidad la constitución amplia las atribuciones de los Gobiernos Parroquiales, les faculta la planificación del ordenamiento territorial, la construcción y el mantenimiento de la infraestructura física, de la vialidad y de los espacios públicos, así como el desarrollo de las actividades productivas y la preservación de la biodiversidad y el medio ambiente.
