Resumen :	Este proyecto de investigación denominado: Recuperación de la cartera vencida para el mejoramiento de la gestión administrativa, de la Unidad de Negocios Bolívar CNEL-EP, cantón Guaranda, provincia Bolívar, periodo 2017-2018, se identificó, mediante la encuesta realizada a los clientes de la empresa eléctrica, que muestra falencias en la entrega de notificaciones, en el área de recaudación y cobranza, al parecer no se está aplicando las estrategias para el cobro de la planilla de consumo de energía eléctrica, que efectúa la empresa para cumplir con los objetivos y mejorar la gestión administrativa, reduciendo el índice de morosidad. Mediante la entrevista realizada al administrador y al jefe de recaudación y cobranza, de la Unidad de Negocios Bolívar CNEL-EP, se pudo determinar según el análisis respectivo de la misma, que no está cumpliendo con la adecuada recuperación de cartera vencida y mejorando la gestión administrativa; lo cual hace que la empresa eléctrica se vea afectada en su liquidez, por falta de cobro de la planilla de consumo de energía eléctrica. Con lo antes expuesto en este proyecto de investigación, se buscará proporcionar un informe en donde se planteará, mejorar la gestión administrativa mediante la elaboración de una guía estratégica, que disminuya los índices de morosidad de la cartera vencida, de la Unidad de Negocios Bolívar CNEL-EP, con el propósito de diseñar estrategias viables para que se logre la reducción de la misma, mejorando la gestión administrativa, alcanzando mayor liquidez con la finalidad, de prestar un excelente servicio a los usuarios de la empresa. Descripción :	This research project called: Recovery of the past due portfolio for the improvement of the administrative management of the Business Unit Bolívar CNEL-EP, canton Guaranda, Bolívar province, period 2017-2018, was identified through the survey made to customers of the electric company, which shows shortcomings in the delivery of notifications and in the area of collection and collection, apparently it is not applying the strategies for the collection of the electric energy consumption form that the company performs to meet the objectives and improve administrative management, reducing the delinquency rate. Through an interview with the administrator and the head of collection and collection of the Business Unit Bolívar CNEL-EP, and the respective analysis of it, it was determined that it is not complying with the adequate recovery of the overdue portfolio and improving the administrative management ; which causes the electricity company to be affected in its liquidity due to lack of collection of the electric power consumption form. With the foregoing in this research project will seek to provide a report where it will consider improving administrative management by developing a strategic guide to reduce the delinquency rates of the past due portfolio of the Business Unit Bolívar CNEL-EP, with the purpose of proposing viable strategies to achieve the reduction of the past due portfolio by improving the administrative management, achieving greater liquidity to improve the service provided by the company.
