This work is a summary about the Evaluation from the Academic Acting to the Educational one to get an education of quality. So much in the Latin American and National European context the different educational realities are investigated in order to ending up discovering in form real white and affordable the importance of the Evaluation to the Educational ones. The evaluation is understood as the exam that an educational institution carries out, either for itself (car evaluation), with its members' wide participation through a critical analysis and an I dialogue reflexive, or either with participation of external appraisers (external evaluation), about the entirety of the institutional activities in order to overcome the existent obstacles and to consolidate the reached achievements stops in consistency with the mission and objectives that he/she has intended and the social expectations, to project them to the future in a permanent search of the excellence; the evaluation is part of an educational process and he/she cannot forget the social and political mark that wraps it. The evaluation is not only an appendix of the formation process, but mainly of orientation and as such, it leaves entirely of the educational activity. On this base, it becomes indispensable to restate an evaluation system that bears to an appropriate educational practice scientifically and that it allows to the educational one the car evaluation, coevaluación and hetero evaluation of their work. From this point of view the processes evaluativos should not be constituted alone in elements that allow to improve the education but rather, also, it can incorporate in the individuals to transform the society. To reach these demands not only requires of transformations in the material order of the school centers, but in the application of address styles and the professional behavior of the educational ones that point to an effective improvement of their professional acting to face the challenge for the quality of the education. Quality is, in consequence, something more than a method or tool, constitute a philosophy: the philosophy of the administration of total quality that implies that the whole Institution should drift, to execute, to evaluate and to adjust. If it is considered that the evaluation should support the acting of the educational one through the retro periodic feeding of its academic activities to identify strengths and weaknesses, to diminish to the maximum the possible errors, at the same time he/she will diminish the time of delivery of the results. So that the evaluation is more objective it is considered pertinent to take in bill four domains or environments of the educational one in connection with the process of teaching learning, the same ones that are necessary to enrich the process of the retro feeding this they are: to. - Preparation of the teaching. - He/she refers to the discipline that he/she teaches the educational one as to the principles and necessary pedagogic competitions to organize the teaching process, experts as the knowledge abilities competitions, attitudes and securities that their students want to reach to be unwrapped in the society. b. - Creation of a favorable atmosphere for the learning. - It consists on the atmosphere and climate that it generates the educational one in any place it depends in great measure of the affective social components and materials of the learning. c. - Teaching for the learning of all the students. - He/she puts at stake all the aspects involved in the teaching process, the real commitment of the students with their learnings, giving place to generate learning opportunities, he/she takes very in bill the professor's abilities with the purpose of retroalimentar their own practices adjusting them to the necessities of the students. d. - Professional responsibilities. - Their main purpose and commitment is to contribute to that all the students learn how for it, he meditates it consents and systematically on its practice, here the educational one evaluates their learning processes with the purpose of understanding them to discover their difficulties and to help to superperlas. To appreciate the domains before mentioned as evaluation axis it is necessary to implement the Strategic Gliding that allows us to visualize in an integrated way the future of the Institutional decisions that you/they are derived of their mission, orientations, goals, objectives, programs, as well as the determination of strategies that leaves to use to get the change. The purpose of the Strategic Gliding is to get the change in the Educational ones for the taking of decisions for what is required that the Technological Institute Isabel of Godín has a validated Model of Educational Evaluation and consolidated. For that which we propose an Operational Plan that will be executed in 5años serial based on the strategies of: STRATEGY 1. - To elaborate a model of Evaluation to the Academic Acting STRATEGY 2. - To execute diffusion programs to be able the to involve of the whole Community Isabelina and to receive contribution of the Educational ones. STRATEGY 3. - To apply the evaluation using the proposed records and to establish strengths and weaknesses. The records are: Record of car evaluation to the Educational one, Evaluation on the part of the Director of Area, Evaluation of the Educational one for the Students, Evaluation to the Director of Area or responsible. STRATEGY 4. - To design Plans of Improvement for the Educational ones. STRATEGY 5. - To qualify to the Educational ones for areas of the knowledge. The aforementioned thing allows to improve the administration to take advantage of the available resources, potential to hoist their capacities this way strengthens the evaluation processes that one has foreseen to carry out in the Institution, everything in it offers of improving the quality of the education.

(Universidad Estatal de Bolívar, Departamento de Postgrado, 2007-08) Escudero Villa, Enma Piedad; Valverde Barragán, Irma Fabiola; Susana, Barragán Vinueza
The present research is related to the family dysfunction and academic performance of the students of the Handcraft-Formation Units Cruzada Social, Nidia Jaramillo and María Mazarello of Riobamba Canton during the period 2006 – 2007, with the purpose to establish the problems and causes of family disorganization in the students homes, and to find elements that allow us set alternatives to contribute in reducing this difficulties and to improve the academic performance. The family is the immediate social environment in the live of a person, for the material subsistence as well as for its cultural, social and affective development. Society nowadays is different than in the past, where the family was structured and tied around paternal and maternal figures. Also, in the last years, the duties of the family have been reduced. The problems of family dysfunction are well determined and these are: intra familiar maltreatment, divorce, migration, unemployment, alcoholism, lack of education, lack of communication among parents and children, and disinterest about the education of their children. These family problems make influence over the academic performance of the students attending to the Handcraft-Formation Units, because they make them live extreme situations that interfere with their normal development in their life as well as in high school. Worried about these tensioning psychological conditions that have been originated by the family disorganization in the students home, we carried out the present work, taking into account that these can be reduced with the direct participation of parents and students and therefore increase their academic performance. In the theoretical frame, the evolutional history of “Cruzada Social, Nidia Jaramillo and María Mazarello” Handcraft-Formation Units is detailed, followed by the scientific theory that is the result of an ample updated-documentary-bibliographical research related to the independent variable, that is family dysfunction, and academic performance and to the criteria that is supported by our opinion. The type of methodology we also use to develop the proyect is descriptive because the problem researched has been determined; because of the place is a bibliographical and field research, since we applied data from books, booklets, internet and magazines. Furthermore we detailed the target universe of our research that was a population of 1008, which were divided into social strata which were students, teachers, and parents, employing the survey as a technique and the questionnaire to collect the research which had 10 questions for each stratus. To determine the size of the simple, it was distributed in the following manner: students 471 (136 Cruzada Social, 22 Nidia Jaramillo and 16 María Mazarello); 66 teachers (28 Cruzada Social, 22 Nidia Jaramillo and 16 María Mazarello); in relation to the parents, the same process than with the students was used. After having the size of the simple the surveys were given to 217 students from the three Institutions, 66 teachers, the whole universe was considered, and 217 parents similar to the students one. The information gathered from the primarily sources, these surveys given to the students, teachers and parents have been answered freely, which served us to compare answers and enrich this research. Once the results were obtained through research techniques charts and graphs were done with their corresponding analysis and interpretation of results. The conclusions obtained confirm the validity of the hypothesis and the congruence of the questions, giving us the opportunity to make recommendations to the students, teachers and parents. Based on the results obtained we built a proposal that is a life plan that serve to reorder the spiritual-mental life of the students in these Institutions, which are passing through family problems, originated by the bad relationship of their members, and at the same time we wish to contribute to the reduction of this difficulties, also to achieve an attitude and behavior change of the students that are facing familiar and cultural problems. The Life Student Proyect is the process which helps us to determine what we want to do, we define our future and goals to reach; we choose the steps to follow: we solve problems. Then the need to worry about looking for alternatives of problem solution arises, taking into account that the good family relationships play an essential role on the development of the educational processes and in this way to form responsible, confident professionals, but the primordial help will come from the family. We us teachers not only have to worry about the knowledge generated in the students but also to make the student families aware that the problems generated at home because of their bad behavioral relationship of their member prejudice the academic performance.

(Universidad Estatal de Bolívar, Departamento de Postgrado, 2007-02) Mite Tutiven, Gladys Rocío; Secaira Jurado, Janette Azucena; Castaño Oliva, Rafael
Strategic Plan to improve the Quality of Service of the Department of Orientation and Student Wealth at Unidad Educativa “LICEO CRISTIANO” of Guayaquil, period 2007- 2011. The necessity of chose this theme is because through all the years of existence of the DOBE department, it doesn’t exist the importance to do the job due to many responsibilities and the lack of personal for all the students of the school. We count only with 2 professionals that work during all the day at the morning and the afternoon shift. Attending cases from the different levels of education: kinder garden, primary education, and high school. Also we count with a Social Worker that visits the different student houses in order to analyze and present the respective informs. I order to threat the cases at the DOBE, we need privacy and by not having it, its creating inconvenience among the students, parents and teachers. This is the reason why we design a Strategic Plan to improve the quality of service of Department of Orientation and Student Wealth. The technological advance in the different fields of the human activity, the scientific advance and the social dynamism, demands for a permanent innovation and changes in education as a response of the new society. At the study that we realize we saw the importance to improve the quality of service of the department, due that the quality of service of the department of vocational orientation was questioned. The principal arguments that we find in the interviews and surveys were the amount of students for each personnel, the lack of valorization on the roll, the bad attitudes from the parents and the familiars that influence over the student behavior, the necessity of make stronger the family heart, the lack of physical space, the lack of continuous professional formation. In relation with the amount of students of the school, the professionals dedicated to the orientation job, are not the required for specific cases. Nowadays in the educational process we face many crisis in values and in the behavioral model, having the task the Department of Orientation and Student Wealth at Unidad Educativa “LICEO CRISTIANO” of Guayaquil develop all the necessary strategies that allows to improve all the participants of the educational community. For this reason the DOBE decided to design a Strategic Plan that considers students, teachers, area directors, parents, and the community, in order to follow and evaluate each one of them. The implementation of this plan will allow the improvement of the quality of service of the DOBE, letting people know what really professional Educational orientation is. Its objectives, functions, who are the actors of this process, the planning, the purposes, types of planning, models of planning, what is Strategic Planning, models of planning of the DOBE were we let to know each of their moments, quality of education, principles of quality of education, constant improvement and a quality transformation plan. The methods to use in order to improve the quality of service of the department are theory and empiric methods, the use of particular methods in the qualitative research. (Life stories, participant observation, depth interviews, FODA, support of the vision, mission, politics, and strategies) In order to analyze the strategic plan we proceed to collect information of the population, according to the distributive of the sample, with the purpose to apply a structured survey with questions for the students, teachers and parents. Having as a result the application of the test, and visit the Open House of different Universities. The DOBE gives the information and clears any doubt according to the interests and opportunities that each student has on any professional career on our country. Due to the amount of students that the school have, the DOBE department doesn’t give all the necessary help due to the lack of personal and privacy to perform this task. Also as a result we found differences in the level of interaction between Students, Teachers, Directors, Parents and the Community. As a conclusion that the quality of service of the Department of Orientation and Student Wealth is not the correct due to the frequency on the factors such as: deficiency of the of the personnel, physic space, the interaction between the social media and the school, and the absence of integration of the teachers and directors to the orientation labor. The DOBE’s Strategic Plan considers concrete actions to make to participate the different human groups of the institution and the educational community with the orientation labor, which will lead to improve the quality of service of the department. The characteristics of the proposal and the phases of the Strategic Plan for the DOBE includes the vision, mission, general and specific objectives, politics, strategies, the strategic and operational plan, were we can look the activities that are going to be realized with the responsible person. The level of compliment and the resources to use in the different action programs were participates the students, authorities, teachers, parents, and the community, looking for an objective to each of them. From this part it’s necessary to transform the educational aspects under the principle that the youth will receive the priority. That the spaces given to these actors let them expand their potential and obtain knowledge and skills in order to understand the reality and creativity and take an action on it and elevate the self stem trough the education. As a summary, the concept of quality of service in the frame of the paradigm of the conduct’s and the technology must be overcome. The ideal educational community were parents and teachers participate together in taking decisions and be concern that their children learn and be respected is indispensable. The teachers must be prepared with responsibilities and with a big motivation in order to promote the apprenticeship in the classroom. Through affection and kindness create rights and responsibilities in the children’s and adolescents in order they can assume a roll with dignity and without disgrace. Improve the quality of service of the Department of Orientation and Student Wealth is giving back benefits to our institution. We sum to this the creation and implementation of the Parents School, a team conformed to give orientation and give advices to parents, in order to give support to the family. We have suggest to the authorities to give all the opportunities to improve the academic aspect, and in the teaching - learning techniques, the achievement is at sight. Our institution counts with the lowest index of desertions and repeaters, it represents a personal and institutional satisfaction. We think that by applying this project we can reach to improve even more the service to our community, being an example for the rest of particular and governmental institutions.

According to the analysis and systematizing of the data, the result of the process revealed the following: 87% of the teachers don't know how to elaborate a Design syllabus; 87% of the teachers don't apply appropriate methodological strategies; 74% of the staff who work in the Program of Initial Education is high school graduates and 13% has another Title that doesn't correspond at the level; 62% of the teachers improvise their classes, 100% indicate they lack a model of planning that contributes in the teaching-learning process development of the pre-school children appropriate to their chronological age; 87% of children and girls don't want to attend the classes and they don't participate during the teaching-learning process. Generally the gaps in the process of Curricular Design are found in the planning because the teachers don't know how to plan or they simply don’t plan, which generates difficulties in the teaching-learning process. Considering that the pre-school education, is very important because it is the fundamental scenario to establish bases in the cognitive, psychomotor and social development of children, the Ministry of Education and Culture, through the Interministerial Agreement # 004 of June 26 of 2002, in their 1 st. Article, formalizes the validity of the present National Curricular Referent for the Initial Education of the children and girls between zero and five years old, and in Art. 2: states that the necessary Institutional Curricula must be elaborated in response to the guideline of the Curricular Referent", but since until the present date, an appropriate Institutional Curricular Design has not been elaborated, and even worse an appropriate classroom design has not been elaborated either; with these antecedents as a foundation, we have believed it pertinent and necessary to elaborate the Microcurricular Design, with the purpose of having it serve as a guide for the pre-school teachers. This model is centered in the zero to five year-old children, as social actors subject of rights and teachings, parting from the reality of the scientific and technical contributions which serves as a guide for the thesis. The training of the pre-school teachers involved in the process was also considered. We considered their training in the use of methodological strategies and curricular planning validated by the Provincial Direction of Education and Culture of Guayas, through the DINAMEP. In conclusion, the proposal stated by the Microcurricular Design for the Initial Education process of children between four and five years, was built and profiled through the work, investigation and the contribution of experienced and qualified teachers and pre-school educators and adapted to the reality and chronological age of their students, therefore this guide provides lessons for life. It was carried out under the following action lines: it is open and flexible, it has a referential and orienting character for the pedagogic work of Initial Education. The conceptual bases of the Curriculum are the Constructivist and the Conceptual Pedagogy. The curriculum incorporates the development of the main axis which are: the affectivity, creativity, and logical reasoning which should be immersed in the following Development Axes: Personal, Social, Cognitive, and Psychomotor that also include the group of experiences, dexterities, abilities and attitudes that the children will develop in their process of integral formation; the profile of the boy's and girl’s development; the classroom planning, induces to the significant learning in terms of capacities and that it is not bounded to the accumulation of knowledge. The methodological strategies such as games and the arts, the schedule of classes (from 08h00 to 12h00, with two daily recesses of thirty minutes each one, one for a snack and the other one for rest); the evaluation system that was applied to evaluate the capacities, abilities and not only their knowledge. All of these impacted positively in the children integral education that is to say with a focus on the development of the processes (skills) and not exclusively on the contents, therefore it is adapted to an achievement format (standard) E.g.: Very satisfactory, Satisfactory, Not satisfactory. The school régime for trimester is kept. Teachers were also qualified so that they know and are able to manage the curricular planning and the methodological strategies (art and game). This way the teaching-learning process is planned and improved without interruptions to respond to the National Curricular Referent basic limits. The beneficiaries of this scientific investigation were the 162 children primarily from four to five years of age, the educators in general and concretely those of the Initial Educational Center “Little Friends Let’s Learn” of the city of Guayaquil. With the application of the project which included the training of the personnel that works at this level, we achieved that the teaching-learning process becomes a more dynamic and motivational one, with classes properly planned and sequenced in accord with the children chronological age. Art work and games were an important part of the daily routines which had a direct influence in the kids willingness to attend classes which can be replied in other Initial Education Centers, that they work with children and girls in this age. The legal bases that the present project has are: Interministerial Agreement # 004 published on the month of June of year 2002, and signed by the Minister of Education and Culture, the Minister of Welfare, the Minister of Labor and human resources, the Minister of Public Health, the Minister of Urban Development and Housing, the Technical Secretary of the Social Front, The Code of the childhood and the Adolescence, among others. This way we contribute to achieve the changes that are required in the Educational System, since the destination of the country and of the new generations it depends on that we make now to form the future of our Country and that of our children and daughters.
