Resumen :	La atención del usuario en el sistema de salud de nuestro país en sus tres niveles de atención se estructura a través de un proceso de referencia y contra referencia que debe ser efectivo eficaz y eficiente en base a la normativa dada por el Ministerio de Salud Pública, misma que favorecerá a una atención oportuna y seguimiento del usuario externo. El objetivo de nuestra investigación, es elaborar un diagnóstico de situación del sistema de referencia y contra referencia a los usuarios del Centro de Salud de Guanujo, Cantón Guaranda, Provincia Bolívar período enero – abril 2019, y proponer alternativas de solución. El material y métodos que se utilizó en nuestra investigación; fueron formatos de referencia y contra referencia existentes en el archivo del centro de salud Guanujo, respecto al tipo de estudio correspondió a un estudio descriptivo observacional y transversal, el objeto de estudio en el proceso de referencia y contra referencia de los pacientes que acuden al centro de salud en Guanujo, para lo cual se utilizó la fuente primaria qué consistió en revisar el llenado del formulario 053 durante el periodo enero- abril 2019. Los pacientes que son referidos a las diferentes áreas del Hospital Alfredo Noboa Montenegro son regresados a las unidades operativas, pero sin contra referencia ya que esa responsabilidad está a cargo del distrito 02D01 Guaranda-Salud; una vez que el paciente es dado de alta por el hospital el EAIS se encarga de dar seguimiento al tratamiento y rehabilitación. La importancia del cumplimiento de la normativa del sistema de referencia del centro de salud de Guanujo radica en que el personal de este programa este capacitado para la aplicación correcta de la norma y entregar información de calidad en el llenado de los instrumentos existentes como son : el formulario N° 053 y el aplicativo del Hospital Alfredo Noboa Montenegro logrando de esta manera que el paciente que acude a la casa de salud respectivamente sea atendido con calidad y calidez por parte del personal de salud.
Descripción :	The attention of the user in the health system of our country in its three levels of care is structured through a process of reference and counter reference that must be effective and efficient based on the regulations given by the Ministry of Public Health, same that will favor timely attention and monitoring of the external user. The objective of our research is to diagnose the situation of the reference system and against the users of the Health Center of Guanujo, Cantón Guaranda, Provincia Bolívar period January - April 2019, and propose alternative solutions. The material and methods used in our research; were reference and counter reference formats existing in the Guanujo health center archive, regarding the type of study corresponded to an observational and cross-sectional descriptive study, the object of study in the reference process and against reference of patients who come to the center of health in Guanujo, for which the primary source was used, which consisted of reviewing the filling of form 053 during the period January-April 2019. The patients who are referred to the different areas of the Alfredo Noboa Montenegro Hospital are returned to the operating units, but without reference, since this responsibility is the responsibility of the district 02D01 Guaranda- Salud; Once the patient is discharged by the hospital, the EAIS is responsible for monitoring the treatment and rehabilitation. The importance of compliance with the regulations of the reference system of the Guanujo health center lies in the fact that the staff of this program is trained to correctly apply the standard and deliver quality information in the filling of existing instruments such as: form 053 and the application of the Alfredo Noboa Montenegro Hospital, achieving in this way that the patient who goes to the house of health respectively be attended with quality and warmth by the health personnel.
