Es necesario promover empleos productivos, mejorar las condiciones laborales, abordar la informalidad y diversificar las estrategias para impulsar la economía. Aunque se han formulado políticas y estableciendo organismos responsables, se requieren políticas diferenciadas y económicas para reducir el desempleo, así como un enfoque equitativo e integral que considere la capacitación, la igualdad de oportunidades y la lucha contra la economía informal

    The Cooperative Guaranda Ltda. Caluma Agency. located in Canton Caluma, belonging to the Province of Bolivar ; given to providing credit to general public services presents a substantial risk PDL , where he has been showing difficulties in recovery and collection . As we have seen the need to perform a study at this institution , for problems and causes; through research, analysis and information gathering, with the cooperation and approval of the General Manager and support staff of the institution, especially the Credit Department; together scientific theory obtained from books, websites relating to our subject; which helped to develop the draft as established in Regulation Graduation or Degree in Administrative Sciences Faculty, Management and Informatics State University of Bolívar . Surveys to staff, partners and interview was made the head of the agency Cooperative Guaranda Ltda. to obtain information that was used to draw the conclusions and recommendations, which state that credit counselors are not adequately perform systematic manual and recovery procedures, lack of training loan officers and mainly who lacks financial strategies that help reduce NPLs, the hypothesis was tested with the chi square test with 59.30 % acceptance. The proposal is made and developed with information from the Cooperative Guaranda Ltda, Caluma Agency. has developed a Financial Plan Strategies by market where the financial institution that owns and develops staff , following established schedule and giving the staff responsible for constant monitoring that meet the proposed objectives, which will reduce the portfolio overcome and improve liquidity.
