    This research contains the tools and elements used for the development of the web application "Student Enrollment Control" (SME), which is so detailed analysis of the needs that the Faculty of Administrative Sciences, Management and Informatics Bolivar State University, in terms of enrollment. Using the techniques of data collection interview and direct observation were able to obtain the information necessary to determine the system requirements, which served to establish the functions of the system of registration; for the analysis stage, and structured design methodology and RAD (Rapid Application Development) model in the implementation phase of extreme programming, which facilitates teamwork, adjusting to our characteristics was used was used. In the development of this application will use Open Source tools: Centos 5.3 operating system, languages: PHP, Java Script, HTML, Ajax; PosgreSQL database manager data manager Webmin data base, which allowed the development and management of information. With the implementation of SME (Student Enrollment Control) reduces the processing time of registration, the process of paying student fees in the treasury of the State University of Bolivar, consultations subjects passed or failed the different periods of improvement schooldays with their claims, which the students perform the lords; It provides facilities to the secretaries in the office of student academic record information; minimizing typing errors; generates a series of reports for different users: Directors, Secretaries, Students, among which are: Book of Enrollment and Student Payroll, student loans, certificates of registration, payroll electoral rolls, Proceedings qualifying Student Report, allowing optimize time and effort in the registration process.
