    Our research topic is called assessment of human rights Patients in the implementation of nursing care process by staff Nursing Dr. Gustavo Dominguez Hospital Z. In the province of Santo Domingo Tsachilas; January-June 2013, the same is accompanied by his respective antecedent which roughly says Dr. Gustavo Dominguez Hospital Z, Something similar happens especially in the process of nursing care in the hospital services, the human rights of patients have mostly not been implemented by nurses, which brings a number of dissections by the patient at the time of nursing care. The problem arose as follows: How affects the respect for human rights human users in implementing the process of nursing care nursing personnel of Gustavo Dominguez "Z" in the Province Hospital Santo Domingo de los Tsáchilas; January to June 2013, overall objective seeks improve this issue and states: Evaluate compliance with human rights of patients in the implementation of nursing care process by the nurses working at Hospital Dr. Gustavo Dominguez "Z" which will contribute to improving the care and warmth, consequently we can find the hypothesis of this research, it was proposed that the follows: the assessment of compliance with human rights patient in the process of nursing care by the nurses Dr. Gustavo Dominguez Hospital. Z holy city DOMINGO will help to improve the quality and warmth of service to users, then we can find the operationalization of the variables. Chapter II contains the theoretical framework; Here all related theory developed with the research topic, considering the two variables of the hypothesis, to determine the causes and effects of the problem and be able to research the nursing staff regarding human rights in the care process nursing; in order to find alternative solutions to the problem. 12The Chapter III consists of the methodological framework; detailed in: the type research, methods, techniques to be used in carrying out the work, and as the population.     Today there are a number of diseases that are affecting the proper development and growth of our children including major congenital are the same that are 2 endocrine (congenital hypothyroidism HC), (CAH HSC) and 2 congenital metabolic error (PKU phenylketonuria), and (GE galactosemia); that is not clinically manifest for any reason at the time of his birth, coming to evolve over time bringing large very serious consequences for both parents and mainly for our children. Faced with all this great problem and considering that in the last decades medicine has evolved favorably in a very remarkable way, making strides to thereby determine certain risks by implementing public health programs which will help us determine diseases our children, being one of the Newborn Screening Program of the right foot footprint future, implemented by the Vice President of the Republic of Ecuador Esq. Lenin Moreno the same as it is implemented at national level by the Ministry of Public Health, having as main objective to provide and strengthen the necessary advice to all parents of children who have been early detection of these diseases and be able to start immediately with the respective treatment and thus help the good life (SUMAK KAWSAY) of our children who are the future of the country. Neonatal screening, also called investigation, search or sorting, it is to analyze some of the factors indicating alteration in the blood of newborns. When a change is considered to be the newborn is "suspected" of some kind of these metabolic disorders. This suspected case must be confirmed by other studies. 11 All studies were done from a few drops of blood obtained from the heel and which are impregnated on a special filter paper for further analysis. It should be performed between 48 and 72 hours of life, although sometimes the studies to the month-olds are acceptable. In most cases the sample is obtained at the hospital or clinic. Rarely a second sample is needed. In the health sub-center Misahualli there have been about 48 sampling of screening from April to September 2013, based on this statistic, we believe that this is a public health problem to which we must take corrective measures to address to reduce the rate of neonatal morbidity and mortality, so we will make this research work, as Rotary Internal Nursing at the State University of Bolivar.
