Resumen :	This titled investigation “The linking function like component of the process of institutional accreditation of “Guaranda” Superior Technological Institute, during the period 2010 – 2011”, whose author is Carlos Aldaz Del Salto and it was carried out in the institution up mentioned. The problem reason of t his investigation is: “The existence of an evaluation process to the function of institutional linking impacts in a negative way about the necessity of accreditation of “Guarandas” Superior Technological Institute. The investigated fellows are: Faculty personnel, students, collective and actors social groups observed. This work is organized of one informative part, another legal one, and another investigative one. It is constituted in chapters, the first Chapter consists of the theoretical frame, the same one has the scientific theory with a Notion of finking freedom and knowledge, new actors of the linking, endogenous and exogenous problems, the regulation and academic evaluation of the linking, concept and characteristics of evaluation, purposes of the autoevaluation, accreditation process, etc. The methodology of gathering of data was made through surveys to the educational personnel, students and collective of “Guaranda” Superior Technological Institute and direct observation to groups of ifferent social actors. This study is based in a descriptive researching and a field design in order to carry out a change and to evaluate its results. Of the carried out study was determined that the profile of the profile of the institution in linking with the community, in the aspect that is carried out the investigation is in 61,9%, in a half level, 10% settled down and in the non intervention aspect, is in 28,1% so, it was determined clearly that was necessary to apply the strategies of change in order to improve the process of accreditation of the institution. Detecting that existed lack of linking. The interpretation and analysis of the results allowed to identify the intervention plan, the same ones that are established in the strategies of change that were carried out in the motivation socialization, by eans of which the integration was achieved, integration authorities, teachers, students and collective in order to work with training in the thematic importance, dangers and maintenance of the domiciliary electricity in order to star up in three parish meetings of Guaranda Canton. Descripción :	Esta investigación titula “La función de vinculación como componente del proceso de acreditación Institucional del Instituto Superior Tecnológico Guaranda, durante el periodo 2010-2011”, cuyo autor es Carlos Aldaz Del Salto y fue realizada en la institución arriba mencionada. El problema motivo de esta investigación es: “La existencia de un proceso de evaluación a la función de vinculación institucional incide de manera negativa sobre la necesidad de acreditación del Instituto Superior Tecnológico Guaranda”. Los sujetos investigados son: Personal docente, estudiantes, Colectividad y grupos de actores sociales observados. Este trabajo está organizado por una parte informativa, otra legal y otra investigativa. Está constituido en capítulos, El Primer Capítulo consta del Marco Teórico el mismo que tiene la teoría científica con una Noción de Vinculación, libertad y conocimiento, nuevos actores de la vinculación, problemas endógenos y exógenos, la regulación y evaluación académica de la vinculación, concepto y características de evaluación, propósitos de la autoevaluación, procesos de acreditación, etc. La metodología de recolección de datos se efectuó a través de encuestas al personal docente, estudiantes y colectividad del Instituto Superior Tecnológico “Guaranda” y observación directa a grupos de diferentes sectores sociales. Este estudio está basado en una investigación descriptiva y un diseño de campo, para realizar un cambio y evaluar sus resultados. Del estudio realizado se determinó que el perfil de la institución en Vinculación con la comunidad, en el aspecto de que se realice la investigación está en un 61,9 %, en un nivel medio se estableció el 10 % y en el aspecto de no intervención se encuentra en un 28,1 %, lo que determinó claramente que era necesario aplicar las estrategias de cambio para mejorar el proceso de acreditación de la Institución. Detectando que existía falta de vinculación. La interpretación y análisis de los resultados permitió identificar el plan de intervención, los mismos que están establecidos en las estrategias de cambio que fueron realizados en la socialización de motivación, a través de la cual se logró la integración, de autoridades, docentes, estudiantes y colectividad para trabajar con capacitación en la temática importancia, peligros y mantenimiento de la electricidad domiciliaria para arrancar en tres juntas parroquiales cercanas al cantón Guaranda. De lo cual las evidencias se encuentran detalladas en los anexos.
