Título :	La planificación estratégica como sustento de la gestión institucional, de la Unidad Educativa Experimental FAE nº5, de la ciudad de Latacunga, en el año lectivo 2010 – 2011

Resumen :	This investigative work is a qualitative research of the Strategic Planning of the Experimental Educative Unit FAE No. 5, because of the structural and temporary changes that are running during some years and qualitative for the obtained results with the investigative tools that were used for the diagnosis, for this reason the Strategic Planning as hold the Institutional Management, according to this, it’s important the general objective that is to determine methodological strategies, for promoting and socializing with all people that work in the institution, students and parents because they are the principal representatives that would help for the development of the institution in the future. Besides, it talks about the planning research, its origin, development and conceptualization to take it as a model of the educative strategic planning in the investigation due to it is the most adequate with the study field that permits to contrast the educative institutions with the active participation of the people. The methodology that was used is the qualitative; the results were analyzed to confirm the importance to accept the strategic planning as base of the Institutional Management. In this investigation the field design was used because it was applied document revision, surveys and observation through the Descriptive Method that permits to follow the investigation process with data compilation, analysis and systematization, the performance to get the conclusions and recommendations that help to build the acceptance. By means of the analysis the hypothesis was verified in qualitative way. The Strategic Planning has been running in an irregular form without the use of any strategy or planning that help its work, for this, it’s necessary to modernize and promote the Strategic Planning that help to use and increase the institutional objectives to give high quality services to the educative community. XIV Finally, the scientific article will be a help to the Institution and the Cotopaxi Province, because it lends a hand to understand the importance to have a strategic planning to carry out the objectives, goals and strategies to get the institutional change, focus in the new demands of the Educative Ministry, from this the Educative Strategic Project, the curricular plans, the living together handbook, etc., to modernize the documents that the Institution has.
Descripción :	El presente trabajo de investigación, es un estudio cualitativo de la Planificación Estratégica de la Unidad Educativa Experimental FAE Nº 5, por los cambios estructurales y transitorios que se viene dando por varios años y cuantitativo por los resultados obtenidos de los instrumentos de investigación que sirvieron de base para el análisis del diagnóstico situacional, por esta razón la Planificación Estratégica como sustento a la Gestión Institucional, concomitante al problema, surge el objetivo general que es determinar estrategias metodológicas, para re potencializar y socializar a todo el personal que labora en la institución, estudiantes y padres de familia ya que son los actores principales, visionando a lo que pretende llegar la Institución. Además profundiza en un estudio de la planificación, su génesis, evolución conceptualización, para tomar como modelo de nuestra investigación la planificación estratégica educativa, por ser el más adecuado con nuestro campo de estudio, el que nos permitirá direccionar la institución educativa con la participación activa de todos los actores de la comunidad educativa. En cuanto a la metodología, se hace un análisis cualitativo de los resultados obtenidos, con la finalidad de verificar la importancia de la Planificación Estratégica como sustento a la Gestión Institucional. En ésta se anota el tipo de investigación, el mismo que se lo realizo a través del diseño de campo porque se aplicó revisión de documentación, encuestas, y observación directa, empleando los métodos: Acción, Reflexión, Estrategias de cambio, porque para seguir el proceso de investigación necesité la recopilación de datos, el análisis, la sistematización, la interpretación para llegar a conclusiones y recomendaciones. The methodology that was used is the qualitative; the results were analyzed to confirm the importance to accept the strategic planning as base of the Institutional Management. In this investigation the field design was used because it was applied document revision, surveys and observation through the Descriptive XII Method that permits to follow the investigation process with data compilation, analysis and systematization, the performance to get the conclusions and recommendations that help to build the acceptance. Mediante este análisis se consiguió comprobar la hipótesis planteada en forma cualitativa, ya que la Unidad Educativa ha venido funcionando de manera informal y sin la aplicación de ningún tipo de estrategia o planificación que oriente su accionar, por esto se hace necesario actualizar y re potencializar el Plan Estratégico que nos posibilite manejar y mejorar los objetivos institucionales para a su vez brindar servicios de mayor calidad que cubran con las demandas de todos los involucrados en la labor educativa. Finalmente el artículo científico, será un aporte a la Institución y a la colectividad cotopaxense en el cumplimento, de que toda institución educativa debe contar con una Planificación Estratégica para cumplir con los objetivos, metas, estrategias de cambio institucionales, enfocada a las nuevas demandas del Ministerio de Educación.
